By early 1942, as the United States suffered a series of military defeats in the Pacific, top officials in Washington tentatively had decided to proceed with the construction of an atomic bomb. Two paths seemed possible. A uranium bomb could be achieved if sufficient uranium-235 could be produced by one or more of the three isotope separation methods under consideration: gaseous diffusion, centrifuge, and electromagnetic. A plutonium bomb might provide a quicker route, but it required demonstration that plutonium could be produced in a uranium pile and then be separated in usable quantities. To this end, Arthur Compton consolidated most plutonium research at the new Metallurgical Laboratory (Met Lab) at the University of Chicago.

A program review conducted in May 1942 determined that no front runner in the race for the bomb existed and recommended that the three isotope separation methods and the pile project be pushed as fast as possible to full production planning. Construction and security needs suggested placing the program in the Army Corps of Engineers. In August, the Corps set up the Manhattan Engineer District (MED) to manage the project. A month later, Colonel Leslie R. Groves was promoted to brigadier general and appointed to head the effort. Robert Oppenheimer to head the bomb research and design laboratory to be built at Los Alamos, New Mexico. The West Coast was divided into military zones, and on February 19, 1942, President Franklin D. Roosevelt issued Executive Order 9066 that authorized military commanders to exclude civilians from military areas. DeWitt of the Western Defense Command proceeded to announce curfews that included only Japanese Americans.

General DeWitt first encouraged voluntary evacuation by Japanese Americans from a limited number of areas. About seven percent of the total Japanese American population in these areas complied. Only one subject had hepatitis B surface antigen, for a carrier rate of 0.26 percent among recipients of the implicated vaccine. The prevalence of hepatitis A antibody was similar in all three groups, and no subject had antibody to hepatitis delta virus. We conclude that hepatitis B caused the outbreak, that about 330,000 persons may have been infected, that the hepatitis B virus carrier state was a rare consequence, and that the outbreak induced hepatitis B antibodies that appear to persist for life.

The maximum discharge was 117,000 second-feet in West Branch Susquehanna River at Renovo, and the maximum in relation to drainage area was 2,100 second-feet per square mile from 11.4 square miles in Annin Creek near Turtle Point. The report also contains a table of flood-crest elevations.
