A group of builders and architects held several meetings for households damaged or destroyed by the Thomas Fire - walking through a high level overview of the rebuild process and information on each step. They created this basic flow chart about the process. (Click on image above to see it enlarged.)

Details on the process are available on the RMA website and VC Recovers, along with details about the Planning Rebuild Team—a dedicated group of planners focused on assisting Mountain Fire residents.
For all Mountain Fire rebuilds, a zoning clearance is not required. Residents can apply for a building permit immediately if their plans are ready.
A list of the approved fee waivers for affected homeowners is available as well as a Mountain Fire Rebuilding Together FAQ Guide. The FAQ guide was developed in collaboration with multiple County agencies, including Planning, Building & Safety, Public Works, Environmental Health, Ventura County Fire Department, and the Assessor’s Office. It addresses common questions about the rebuilding and recovery process and includes contact information for each agency.

The VC Long Term Disaster Recovery Group hired a few local, retired building contractors, who have built dozens of custom homes in this area, to provide guidance and advice from start to finish to those who were rebuilding after the Thomas and Woolsey Fires - these folks were called Rebuild Navigators. They were objective, neutral experts as they couldn't financially benefit from helping the households that were rebuilding. But they did provide free help with key decisions, like the design, plans, permits, inspections, cost estimates, hiring a builder, contracts, scheduling, and much more. In the fall of 2022 after several years working with with rebuilders we asked them to record several short videos that summarize their guidance.
The Rebuild Navigators reviewed these videos and agreed this information will be useful to Mountain Fire survivors starting rebuilds in Ventura County. They are available for consults - contact dcm@mountainfirerecovery.org to get in touch.
