Diplicity has a default list of colors which are used for every map, however there are many reasons for desiring a different set:
To set the colors the following three notations can be used:
For the notation using country names, if the country has spaces in them (Kingdom of Denmark), just remove the spaces (KingdomofDenmark).
The colors are in the standard RGB hex notation (for more examples see the Hex column in this table on Wikipedia).
It is also possible to share color schemes using the copy and paste feature. For example here is a color scheme based on those chosen by Allan Calhamer for you to copy and paste:

It is also possible to set the colour of neutral supply centers (and units) with something like "Neutral/#ff0000".
