Description: This publication, produced by the Cordillera Local Governance Regional Resource Center (CLGRRC), provides a comprehensive analysis of the capacity development needs of local government units (LGUs) in the Cordillera Administrative Region (CAR) in the context of the Devolution Transition Plan (DTP). It examines the capacity development needs of LGUs across various themes, including foundational, enabling, and developmental aspects, and utilizes a thematic-iterative approach based on data collected from the DILG-CAR field offices. The publication also includes a detailed analysis of the CapDev pillar priorities of each province and its component municipalities, highlighting key findings and providing recommendations for future capacity-building initiatives.
