Navigating the rugged, stone-laden hills leading to Gabur-Gabur Falls has long been a challenge due to poor road conditions. Despite Peñablanca’s growing tourism appeal, accessibility remains a major hurdle, especially during the rainy season.
As Cagayan continues to promote tourism, Peñablanca has once again emerged as a prime destination, renowned for its natural wonders. Gabur-Gabur Falls became a place of escape from stress brought by the COVID-19 pandemic, recording 55,133 visits in 2024. However, the unimproved road remains a major challenge. Visitors describe the path as rocky, steep, and muddy, requiring extra caution, particularly during heavy rains.

Lasam, known as the "Rice Bowl of Western Cagayan" for its rich rice production and sufficient irrigation, ironically faces a road problem that affects the very livelihood of its people. The NIA Main Canal disrupts a key barangay road, making travel difficult—especially for farmers who rely on a smooth route to reduce costs and efficiently transport their harvest. The situation worsens during the rainy season when the unpaved road turns muddy and nearly impassable.
