The Inter-Agency Committee on Anti-Illegal Drugs (ICAD) is a Philippine government body established through Executive Order No. 15 in 2017 to coordinate and strengthen efforts against illegal drugs. Chaired by the Philippine Drug Enforcement Agency (PDEA), it comprises 42 member agencies, including the Department of the Interior and Local Government (DILG). The DILG plays a pivotal role in mobilizing local government units (LGUs) to implement anti-drug programs, particularly the Barangay Drug-Clearing Program, and leads regional ICAD clusters to ensure synchronized community-based interventions. ICAD operates through four clusters—enforcement, justice, advocacy, and rehabilitation and reintegration—focusing on comprehensive strategies to combat illegal drugs across the nation.
