Uhay

DILG Nueva Ecija Sub - Local Governance Resource Center

DILG Nueva Ecija aspires to be a learning hub in the province that is capable of providing capacity development intervention to its internal and external clients based on needs; enhancing awareness of the general public on timely and/or relevant information; and recognizing exemplary performance of its personnel and LGUs towards excellence in local governance.

This learning hub will be known as "Uhay" and shall be the official branding of DILG Nueva Ecija Sub-LGRC.

Just like the uhay of the rice, the stem/stalk that holds the grains or locally known as "palay", the Uhay shall house the services offered by DILG Nueva Ecija to better cater the needs of all its clientele and the general public. The Uhay also represents Nueva Ecija, since the province is considered as the "Rice Granary of the Philippines".

Uhay's Main Services

Analysis of Needs for Intervention or ANI

As the Department is mandated to assist the President in the exercise of general supervision over LGUs, the Sub-LGRRC targets the institutional or capacity development from its mandate. With the continuously changing demand of needs of every LGU, capacity development intervention based on needs and from the result of DILG Nueva Ecija's PACE Tracker is one of the key components of the Sub-LGRRC. This component shall also provide capacity development intervention for DILG personnel as it will empower them to cascade learnings and capacitate LGUs.

This aspect of the Sub-LGRRC will be colloquially termed as ANI, a tagalog word for harvest (as harvesting palay), symbolizing the reaping of knowledge through capacity development interventions.

Enhanced Knowledge through Awareness

Still anchored with the Department's mandate, the Sub-LGRRC eyes on Citizen Empowerment through awareness - awareness of DILG programs, projects, and activities, latest LGU-related news, and announcements among others. This aspect of the Sub-LGRRC will be termed as EKA, a tagalog slang word that is unique in Nueva Ecija for "wika" (as wika ni), which means said. It is an appropriate term for DILG's information dissemination as it connotes transfer of information, for example, "EKA ng DILG Nueva Ecija."

EKA also adopts the "Luntiang Pitak", DILG Nueva Ecija's newsletter, as its official publication.

Provincial Awardee on Compliance and Excellence

The Sub-LGRRC adopts DILG Memorandum Circular No. 2023-001, DILG Nueva Ecija's recognition and wards system named Provincial Awardee on Compliance and Excellence (PACE), still anchored on the Department's Mandate for Performance Oversight. This award is given to the exemplary performance of DILG personnel every month, semester, and year, and LGUs who have demonstrated excellence in local governance for the year. The term PACE is coined after the word "face", which means icon, embodying the brand identity of the Department.
