The Department of Information and Communications Technology (DICT) traces its origins to the Commission on Information and Communications Technology (CICT), which was established in 2004 as a transitional agency to oversee the country’s ICT development. It initially comprised several government agencies handling computer technology and communications, including the National Computer Center (NCC), the Telecommunications Office (TELOF), and the communications branch of the Department of Transportation and Communications (DOTC). Over the years, the agency underwent multiple restructurings until it was formally recognized as the DICT.
As part of the executive branch, the DICT is committed to providing Filipinos with reliable access to ICT infrastructure and services. It actively promotes the growth of ICT-enabled industries, aiming to generate more job opportunities, especially in rural areas. Key initiatives include expanding free public Wi-Fi access, improving the country’s broadband speed and reliability, and collaborating with local government units (LGUs) to develop ICT infrastructure that can make underdeveloped regions attractive for business process outsourcing (BPO) companies and other ICT-related industries.
Another major responsibility of the DICT is strengthening cybersecurity in the Philippines. Through the Cybercrime Investigation and Coordinating Center (CICC), the department is working on strategies to safeguard the nation’s digital infrastructure. It is also establishing a national emergency response team to address potential large-scale cyberattacks and hacking incidents.
