Grant Acquisition

VDCR Community Flood Preparedness Fund. Prepared applications and was selected for over $5.8 million:

• Gloucester Point Beach Park Living Shoreline (2024). Secured $2,400,000 for the project.

• Town of West Point Coastal Resilience Master Plan (2024). Secured $1,270,000 for the Flood Resilience Plan.

• Charlottesville Floodplain Management Program Audit and Update to 2023 Resilience Plan (2024). Secured $360,000.

•  Richlands School Area Stormwater Improvement Project (2023). Secured $1,000,000 for the 27-month flood prevention and protection project in the Town of Richlands within Tazewell County. 

• Bottom Road Area Study (2023). Secured $194,000 for the $216,000 14-month study of the 930-acre Bottom Road Area located roughly between and around the towns of Raven and Doran (near 190 Bottom Rd, Raven, VA 24639). 

• Town of Bluefield Flood Study (2023). Secured $232,000 for the $258,000 27-month study to identify a long-term nature-based solution based on best available science acknowledging the consequences of climate change. 

• Tazewell County Debris Removal Plan (2023). Secured $257,000 for the $286,000 14-month project to develop a systematic and flood preventative Debris and Sediment Removal Program to address accumulated debris located in the County’s waterways and floodplains. 

• Charlottesville Flood Resilience Plan (2021). Secured $113,000 for resilience planning.

Virginia Energy - Energy Efficiency Conservation Block Grant application, Middlesex County, Virginia (2024). Secured $130,000 for energy audits, education, and outreach.

NPS Chesapeake Gateways Environmental Justice Program Grant application, Charlottesville, Virginia (2023). Secured $50,000 for developing locally accurate spatial demographic and socioeconomic data for identifying and engaging disadvantaged communities and other diversity, equity, and inclusion initiatives.

EPA / VDH DWSRF application, Charlottesville, Virginia (2022). Secured $250,000 for a Lead Service Line Inventory.

US DOT / PHMSA Natural Gas Distribution Infrastructure Safety and Modernization Grants. Led the preparation of applications and was selected for:

• Danville, Virginia (2023). $10,000,000 for pipeline replacement projects.

• Richmond, Virginia (2023). $40,000,000 for pipeline replacement projects.

• Richmond, Virginia (2022). $10,000,000 for pipeline replacement projects.

• Charlottesville, Virginia (2022). $7,100,000 for a pipeline replacement project.

VDCR Virginia Land Conservation Foundation Grant application, Middle Peninsula Planning District Commission, Saluda, Virginia (2020-2021). Secured $220,000 for Haskins Creek Waterfront Land Acquisition in Tappahannock.

FEMA / VDEM Building Resilient Infrastructure Communities (BRIC) Grant application, George Washington Regional Commission, Fredericksburg, Virginia (2020-2021). Secured $100,000 for the Hazard Mitigation Plan Update grant.

NOAA / VA Coastal Zone Management Program (VCZMP) Resilience Planning Grant application for coastal Planning District Commissions (2020). Collaboratively prepared the proposal and was selected for the new Resilience Planning grant for $70,000 per year over three years for each of the eight coastal zone PDCs.

Grant Management

VDEQ Chesapeake Bay TMDL Watershed Implementation Program Grant applications and management for 

• Crater Planning District Commission, Petersburg; 

• Middle Peninsula Planning District Commission, Saluda; and 

• George Washington Regional Commission, Fredericksburg, Virginia (2019-2021).  

Managed the program grant (total $70,000 per year per PDC) provided by the Virginia Department of Environmental Quality including proposal development, interim and final reporting, and preparation of other grant applications.

NOAA / VA Coastal Zone Management Program (VCZMP) Technical Assistance management for 

• Middle Peninsula Planning District Commission, Saluda, and 

• George Washington Regional Commission, Fredericksburg, Virginia (2019-2021). 

Managed the annual Technical Assistance grant (total $50,000 per year per PDC) funded by the VCZMP including annual proposal development, interim and final reporting, and preparation of other grant applications. Participated in VCZMP Policy Team meetings to collaborate on grant proposals, grant management, and grant reporting for federal funding.

VDEQ Chesapeake Bay TMDL Watershed Implementation Plan Grant applications and management for 

• Accomack-Northampton Planning District Commission, Accomac; 

• Middle Peninsula Planning District Commission, Saluda; and 

• George Washington Regional Commission, Fredericksburg, Virginia (2018-2019).  

Managed the plan grant (total $90,000 per PDC) provided by the Virginia Department of Environmental Quality including proposal development, interim and final reporting, and preparation of other grant applications.
