Step 1: Log into MILCONNECT and hit the Transfer Education Benefits button.
Step 2. Read through the prompts and statements. Allocate months to your dependents. Hit Submit.
Step 3. Within a couple of days, myFSS will email you the next steps, directing you to myFSS > Education to complete an SOU (statement of understanding).
Step 4. Navigate to myFSS > Education and complete the SOU & upload it as detailed in the myFSS email.
ADVICE
To minimize system issues, you should have 4 years retainability before you apply for this.
When you are allocating months, it will show everyone as having 36 months to give, even if you've used some of the benefits and don't have 36 months. This is a known issue. Just know this may not be an accurate number of months you have. To verify the number of months you have remaining in CH.33 call the VA at 1888-GI-BILL-1.
MILCONNECT gives incorrect information regarding the SOU completion. It will tell you to contact the Retention Office to complete the SOU. This is not accurate. Instead, you will navigate to myFSS > Education and complete it IAW the email instruction from myFSS.
Do not use this benefit until it is approved AND HIGHLY recommend you wait to use the benefit till after your Obligation End Date (OED). If something happens and you're disapproved or you can't complete your OED, the VA may seek recoupment from you; and that could be ALOT of money!
