For the Apprenticeship of the First Batch of Qualifiers to the Dawani Student Core Group and/or AngSALINSINAG for the Academic Year 2025–2026
ARTICLE I. GENERAL PROVISIONS
Section 1 Name
This Implementing Rules and Regulations (IRR) shall be cited as the “Implementing Rules and Regulations of Resolution No. 008-07, Series of 2025, for the 2025 Dawani Apprenticeship Program.”
Section 2 Purpose
This IRR prescribes the guidelines, specific roles and responsibilities of apprentices and evaluators, the timeframe, and the evaluation tools necessary to ensure the effective implementation of the Dawani Student Core Group Apprenticeship Program, as mandated by the organizational Constitution, prior to the conferment of formal membership in the Dawani Student Core Group.
Section 3 Coverage
This IRR shall apply to all apprentices duly endorsed by the Legislative Officer and the Membership and Elections Committee through an official resolution.
Section 4 Definition of Terms
Apprentice – refers to a probationary member undergoing training and evaluation to qualify for official membership in the Dawani Student Core Group and/or AngSALINSINAG.
Probationary Status – refers to the temporary status granted to an apprentice, subject to compliance with all program requirements within the prescribed period.
Mentor – refers to a senior or outgoing member of the Dawani Student Core Group and/or AngSALINSINAG assigned to guide, supervise, and monitor the apprentice throughout the program.
rogram – refers to any initiative, project, or activity proposed or implemented by the apprentices, aligned with their chosen advocacy and the mandates of the organization.
ARTICLE III. GUIDELINES AND RESPONSIBILITIES
Section 1 Probation Period
The probationary period shall commence on the date of approval of the pertinent resolution and shall continue for a minimum duration of one (1) month, unless otherwise extended or shortened by the Convener upon the recommendation of the Membership and Elections Committee, through the issuance of an Executive Order. Such extension or reduction of the period may be applied uniformly to all apprentices or specifically to an individual apprentice, as circumstances may warrant.
Section 2 Responsibilities of Apprentices
Each apprentices is expected to:
Attend all organizational meetings;
Attend all leadership training sessions and capacity-building activities;
Actively participate in the General Assembly, committee meetings, and other organizational works and initiatives;
Initiate at least one (1) program or initiative aligned with their advocacy and the mandates of the organization, subject to prior approval;
Submit all required post-activity reports within the prescribed period; and
Uphold and promote the values, principles, and integrity of the organization at all times
Section 3 Responsibilities of Mentors
Provide guidance and technical assistance to all or assigned apprentice;
Responsibly monitor participation and progress;
Submit evaluation reports and endorsements to the Membership and Election Committee.
Section 4 Responsibilities of Committee on Evaluation
Design and implement monitoring tools;
Evaluate apprentice’s performance;
Approve initiative proposed by an apprentice;
Decide whether to grant full membership or disqualify the apprentice based on careful evaluation; and
Endorse qualified apprentice for the 2025 Organizational Elections
ARTICLE IV. MENTORSHIP AND PROGRAM GENERAL GUIDELINES
Section 1 Mentorship guidelines
Mandatory Mentorship Sessions – All apprentices shall undergo and satisfactorily complete a minimum of five (5) mentorship sessions with their assigned mentor. No apprentice shall proceed with program implementation unless they have completed and performed satisfactorily in all required mentorship sessions.
Mode of Conduct – Mentorship sessions may be conducted in-person or online, subject to the mutual agreement of the mentor and apprentice. The agreed modality and progress of mentorship shall be duly reported to the Committee.
Parental Consent Requirement – No apprentice shall commence mentorship sessions without the prior submission of a duly signed parental consent form.
Adherence to Organizational Values – Mentors and apprentices shall, at all times, strictly adhere to the values, principles, and ethical standards of the organization.
Focus of Mentorship – Mentorship shall be directed toward skills development, communication training, and capacity building in alignment with the objectives of the Apprenticeship Program.
Venue Restriction – All in-person mentorship sessions shall be conducted within the official premises of the campus.
Section 2 Program Guidelines
Advocacy Alignment – The program to be implemented shall be advocacy-based and must be consistent with the mandates and objectives of the organization.
Originality and Attainability – The program shall be original, output-oriented, and realistically attainable within the prescribed period.
Duration – The program shall be implemented within a period not exceeding three (3) weeks.
Beneficiaries – The program shall directly benefit the students, members, the community, the organization, the school, or any combination thereof, and shall have at least ten (10) beneficiaries.
Financial Requirements – The program shall require no or minimal monetary expenditure. Any minimal costs shall be shouldered by the apprentice, with possible logistical or resource support from the organization.
Venue Restriction – All program activities shall be conducted strictly within the official premises of the campus.
Transparency and Accountability – All transactions related to the program shall be transparent. Apprentices shall be held fully accountable for any issues or concerns arising from the implementation of the program.
Post-Activity Evaluation – A post-activity evaluation shall be conducted, and all relevant reports shall be submitted to the Committee for final review and evaluation.
ARTICLE V. EVALUATION AND MEMBERSHIP CONFIRMATION
Section 1 Evaluation Tool
An official evaluation tool shall be developed by the Membership and Elections Committee, in close consultation with the Legislative Officers and the assigned Mentors, and shall be subject to approval through a duly enacted resolution.
Scope of Evaluation. The evaluation tool shall primarily assess the effectiveness of the program implementation and the approaches employed by the proponent, covering, but not limited to, the following criteria:
A. Program Approach
Relevance and alignment with the mandates of GAD and the Dawani Student Core Group;
Responsiveness in addressing GAD-related concerns and issues;
Level of satisfaction of program participants;
Proper budget and resource allocation, management, and utilization;
Projected long-term impact; and
Alignment with the United Nations Sustainable Development Goals (SDGs) and global integration frameworks.
B. Apprentice Approach
Use and integration of gender-neutral and inclusive language;
Effectiveness of strategies and techniques in addressing concerns during planning, execution, and post-implementation stages.
Section 2 Confirmation of Membership
Apprentices who have performed satisfactorily and successfully passed the final evaluation shall be granted full membership in the Dawani Student Core Group, subject to confirmation through the organizational election process and the administration of an oath-taking ceremony.
Section 3 Disqualification
An apprentice who fails to obtain the minimum required points in the final evaluation shall be disqualified from the position for which they are applying. However, such apprentice may still be considered for membership in a committee of their choice, subject to the approval of the organization. Any reconsideration of disqualification shall be effected through the passage of a duly enacted resolution.
ARTICLE VI. FINAL PROVISIONS
Section 1 Effectivity
This IRR shall take effect immediately upon its approval.
Section 2 Amendments
Any amendments or modifications from any provisions of this IRR shall be made through a resolution to be passed by the legislative body, subject to the approval of the convener, and/or the organizational adviser.
