Minority Report mainly focuses on Washington D.C., although it does mention the idea of spreading the technology to the country as a primary driving point. However, it is very clear that the powers at be want to streamline the process so it can be adapted nationwide. This idea of quickly spreading this technology, while not exactly on a global scale, to a national scale shows just how fast people want to implement things that provide good results. It was stated in the movie that Precime has essentially eradicated murder in Washington D.C., giving good reason for the US government to want to spread the technology quickly.
Despite this, however, the biggest hurdle shown is the lack of automation. While the primary technology allows the creation of fully viewable spaces of a crime scene before it happens, it must be entirely manually reviewed. In this case, the automation desired would be the breeding/creation of more "Precogs." This idea of automation is similar to farm animal breeding globally, such as dairy cows. While once a process completely manual, methods of automation have been created to quickly spread the globalization of dairy production, a scenario Minority Report is likely trying to demonstrate.
