Be enrolled in and attend a regular course of instruction in a grades 9 through 12 at the school hosting the unit.
Be physically qualified to participate fully in the physical education program of the host school.
Be selected by the NJROTC instructor with the approval of the school principal or his/her representative.

The NJROTC program was established by Public Law in 1964 and may be found in Title 10, U.S. Code, Chapter 102. The program is conducted by instructors who are retired Navy, Marine Corps, and Coast Guard officers and enlisted personnel. The Senior Naval Science Instructor (SNSI) is a retired Navy Officer with 24 years of service. The Naval Science Instructor (NSI) is a retired Navy Chief Petty Officer with over 24 years of naval service and has served the school system for twelve years. The NJROTC curriculum emphasizes citizenship and leadership development, as well as our maritime heritage, the significance of sea power, and naval topics such as the fundamentals of naval operations, seamanship, navigation, and meteorology. Classroom instruction is augmented throughout the year by community service activities, drill competitions, field meets, flights, visits to naval activities, marksmanship training, and other military training.
