Cynthia Rial is a Teaching & Learning Consultant at ESC Region 10, where she serves as the Spanish Language Arts Reading Consultant on the Curriculum Support Services team. With over 20 years of experience in multilingual and diverse educational settings, she partners with Local Education Agencies to strengthen instructional practices, designs planning and pacing tools for the Texas Curriculum Management Program Cooperative (TCMPC), and supports the Implementation of the TEKS Resource System (ITRS+).
A recognized leader in biliteracy and curriculum design, Cynthia has advanced Bilingual, ESL, and Dual Language programs through curriculum development, instructional coaching, and professional learning design. She brings deep expertise in biliteracy, translanguaging and cross-linguistic transfer, while also collaborating on initiatives in Gifted & Talented, MTSS and Grant Writing. Her career spans roles as High-Quality Instructional Materials Presenter, Curriculum and Web Designer, World Languages Instructional Coach, Reading Interventionist, and Bilingual Educator, demonstrating both depth and versatility in her expertise.
Guided by her philosophy to “presume positive intent,” Cynthia leads with empathy, kindness, and respect. She is skilled in building cross-agency partnerships and delivering innovative, equity-driven solutions that improve teacher capacity and student outcomes. Her professional passions center on instructional coaching and the transformative impact it brings to teachers and school communities.
Cynthia holds a Master’s Degree in Educational Administration from Lamar University and a Bachelor’s Degree in Business Administration. A multicultural published author, she enjoys traveling with her son, exploring diverse perspectives, and spending time with their beloved boxer. At the heart of her work, Cynthia believes education is a bridge to opportunity, and she is dedicated to empowering educators to create safe, equitable, and inspiring learning environments for every child.
