As defined by the United Nations Refugee Agency, "refugee travel documents are documents issued by countries of asylum that allow refugees to move around the world in the same way that every other human is allowed to". When refugees flee their countries of origin/residence, they become stateless -- unable to apply for a national passport, because they don't adhere to any specific nation.
