Rocky Davis, Captain of Internal Affairs
The Captain assigned to the Bureau of Internal Affairs is responsible for supervising and managing internal investigations into allegations of misconduct involving department personnel. Reporting to the Commanding Officer or Deputy Chief of Internal Affairs, the Captain oversees a team of investigators, ensures compliance with departmental policies and legal standards, and monitors the progress and integrity of all assigned cases. This role plays a critical part in maintaining organizational accountability, enhancing transparency, and reinforcing public confidence in the Chicago Police Department’s commitment to ethical policing.
The primary goal of the Bureau of Internal Affairs is to conduct complete and thorough investigations into allegations of misconduct by Department members while maintaining compliance with existing Department and Bureau directives, thereby establishing the innocence or guilt of accused Department members.
The BIA understands misconduct undermines the CPD’s relationship with the community. When misconduct is reported, the goal of the BIA is to come to a resolution and correct any behavior that is contrary to the Department’s Mission. The Bureau of Internal Affairs is committed to:
