Bill for a Bye-Law of the Covent Garden Court of Precinct Mote to Recognise the Three Score Club
WHEREAS:- (1) From time immemorial there have existed and still exist in the City of London Courts of Precinct Mote, and that these Courts have made, passed, ordained and established divers Ordinances, Rules, Orders and Regulations for the regulation and good government of their respective areas of jurisdiction as to them from time to time has been found necessary and expedient, it is desirable to make regulations for Covent Garden Precinct BE IT THEREFORE and IT IS HEREBY ENACTED ORDAINED AND ESTABLISHED by the Inhabitants of the Precinct of Covent Garden in Precinct Mote Assembled, and the authority of the same, AS FOLLOWS:
That the Covent Garden Precinct recognises the Three Score Club as a valid and legal entity operating within the precinct for the benefit of the elderly. The Trustees of the Covent Garden Court of Precinct Mote for the time being are hereby authorised to apply for and collect monies to to be held in trust for said Three Score Club and furthermore the said Three Score Club is authorised to apply to the Covent Garden Precinct Clerk, which Clerk is hereby authorised to grant such permission to issue public notices and handbills notifying residents of events and meetings of said Three Score Club, under the logo or sigil of the Covent Garden Precinct to be issued in the name of the said Precinct Clerk.
That the Committee of Watch and Ward of said Precinct is to be composed of the Headborough ex officio and four persons to be co-opted by the Headborough, to serve as the Trustees of the Precinct for such time as they remain in office, their appointment to be confirmed or otherwise at a subsequent Precinct Meeting, where an election for said Trustees shall be held should the number of nominees exceed the number of positions, and that this Committee is further to be known as the Precinct Council and the members of this committee may use the title ‘Precinct Councillor” and/or “Precinct Councilman” and/or “Precinct Councilwoman” as occasion demands; their term is to be annual and they are to be non party political, their office is of a freehold nature, determinable at the end of the year, or at any time by removal for any misconduct; but it is not actually determined, until there is a formal removal, or a successor is appointed.
Role of Precinct Councillor:
Responsible to: The Headborough, who is the Executive Officer of the Precinct. Regular liaison with other Precinct Councillors, Common Councilmen, City officials, and residents. Period of service: annual. Salary: This is a voluntary position.
MAIN PURPOSE: To advise and give counsel to the Headborough in his capacity as Executive Officer of the Precinct; to act as Trustees of the Precinct for such time they remain in office, and additionally to carry out the common law responsibilities of the Precinct Council.
SECONDARY PURPOSES: a.) Working to identify issues which are important to the residents of Tower Hill Precinct. b). Working to bring about improvements through local projects, lobbying other service providers and working in partnership with other agencies, to advance the Precinct and improve the lives of the residents of the Precinct.

RESOLVE: That the Mayor of London and the City of London should implement a‘Low Emission Neighbourhood’ (LEN) for the Covent Garden Precinct and surrounding area:
Pollution Hotspots exist in Aldgate, Aldgate East, Tower Hill, Bishopsgate and Houndsditch according to the LAEI 2010 Air Quality Focus Areas.
Covent Garden Precinct lies right in the centre of this area; a residential pocket surrounded on all sides by pollution hotspots. We, the inhabitants of Covent Garden Precinct, demand action be taken to reduce the severe air pollution in our area, and demand that particular attention to be paid to these hotspots.
A copy of this resolution be sent to the Town Clerk, to the Chairman of the Port Health and Environmental Services Committee, to the Mayor of London, to the individual Members of the London Assembly, and to Transport for London.

RESOLVE: That the Mayor of London be encouraged to focus his air pollution strategy on severe inner city pollution hotspots, rather than London as a whole.
Air pollution in Central London is far more severe and life threatening than in London as a whole. Hotspots exist in Aldgate, Aldgate East, Tower Hill, Bishopsgate and Houndsditch according to the LAEI 2010 Air Quality Focus Areas.
Covent Garden Precinct lies right in the centre of this area; a residential pocket surrounded on all sides by pollution hotspots. We, the inhabitants of Covent Garden Precinct, demand action to reduce air the intolerable severe pollution in our area, and demand that particular attention to be paid to these hotspots.
We are of the opinion that the Mayor's proposal to extend the ULEZ will have few benefits for the inhabitants of this Precinct; immediate action is needed. A small, tightly focussed ULEZ with an aggressive focus on hotspots, will be easier to work with, and it will be easier to tighten standards, and be updated rapidly in response to changing conditions. It is more likely to have an impact on our immediate environment.
We do not believe that the extended Ultra Low Emission Zone (ULEZ) will best serve the interests of inner city residents. The goal should be to achieve the greatest possible nitrogen dioxide emission reduction,(and other pollutants) at the lowest cost to Londoners overall.
While between 2008 and 2013, NO2 concentrations fell by 12.6%, with the particulates PM10 and PM2.5 falling by 8.4% and 13.2% respectively, there still remain severe pollution hotspots, where air quality is particularly poor; our Precinct is surrounded by them on all sides.
To this end, we applaud the Mayor's plan the plan to bring forward the date at which busses should be ULEZ-compliant, in addition to the proposed clean bus corridors and a diesel scrappage scheme.
However, we do not believe it would be helpful to expand the ULEZ. The cost/benefit ratio of doing this is not good for Londoners. At a London Assembly Environment Committee meeting, 15th Sep 2016, TFL indicated this would only lead to a 10% improvement overall. Benefits to Central London will be marginal. We need local action here in Portsoken.
To this end, we propose that the surrounding pollution hotspots be served by cleaner busses as soon as possible, using some or all of the money that would have been spent on extending the ULEZ. Electric Vehicle Hire should be more aggressively promoted. A loan scheme should be implemented for converting taxis to LPG; this will have a massive impact on pollution in the Central area; domestic boilers are also a significant source of nitrous oxide pollution; the London Boiler Cashback scheme should be extended, with a focus on pollution reduction. An older vehicle diesel scrappage scheme would also be effective; all of these will have more of an impact on the severe pollution hotspots in Central London; and in particular the severe pollution that afflicts the inhabitants of Covent Garden Precinct, in the Ward of Portsoken of the City of London.

RESOLVE: that the Headborough be authorised to apply for funding or otherwise raise funds on behalf of the Court of Precinct Mote, and that he further be authorised to set up a Paypal account and/or a bank account for the Court of Precinct Mote, and further that the Headborough's authority will be deemed sufficient to make payments for the benefit of this Precinct of Covent Garden by cheque, bank card, cash or other means, and further resolve that all such items of expenditure and income must be reported to this Court of Precinct Mote, such accounting to be from the date of the previous meeting, and to be tabled at the Court of Precinct Mote on each occasion it meets, and also to be regularly published on the Precinct Mote's website.

RESOLVE: that we convey our support for the provision of additional housing in the Precinct, and that we wish to make the following observations:
1. That there should be triple glazing
2. That as the retailers will be forced to give up their storage space, making it difficult for them to run their businesses, alternative arrangements for storage should be made for the affected retailers; the residents additionally expressed concern that there does not appear to be a formal Neighbourhood Plan in place regarding what would be a suitable mix of shops and business types for the Precinct. The following resolution was not put to the vote; it was resolved by the Precinct Meeting that the Deputy Clerk be requested to investigate this matter, and report back to the Court.
"The Inhabitants of Covent Garden in Precinct Mote Assembled resolve that the Court of Common Council be instructed to determine whether the Covent Garden Precinct Court may lawfully raise a ‘precept’ on the council tax bills produced by our local billing authority (unitary authority or district council).
Further, given that the Community Infrastructure Levy guidance states that:
communities without a parish or town council will still benefit from this incentive, with the local planning authority retaining it and spending it in accordance with the wishes of the community, can the CoL please advise the Court of Precinct Mote of how this applies, and if it does, how we would be advised to proceed?"

RESOLUTION RE COMMUNITY SPACE. 08/03/2017
The Inhabitants of Covent Garden in Precinct Mote Assembled resolve that a Court of Common Council be petitioned to enclose the balcony space that is situated above the entrance to Petticoat Tower, on the first floor of said Tower with a glass conservatory-type extension, using the same style to be adopted for the stairwell renovations, and the Harrow Place stairwell, thus forming it into an enclosed room.
And further resolve that the Common Council assign this newly enclosed space to be used exclusively as a Vestry or Community Meeting Room for this Precinct, for the purpose of holding local residents' meetings for the various committees, clubs and groups formed by the inhabitants; and that the keys, administration and booking of this room should be under the control of the Officers of said Precinct, who will institute a fair and equitable booking system for said room.
And further resolve that a copy of this resolution to be passed to the Ward Clerk.

RESOLUTION RE ARTIZAN STREET 08/03/2017
The Inhabitants of Covent Garden in Precinct Mote Assembled resolve that the Court of Common Council should rectify the problems with Artizan Street; namely: Access to Petticoat Tower is currently difficult during the rain, due to broad puddles of considerable depth accumulating in the narrow space between the concrete barriers in place in this location. A younger person can jump around these, elderly residents are forced to wade through them to access their home. Nothing has been done about this for months, yet the CoL has a statutory duty to maintain pavements, as well as roads. This problem should not have been allowed to persist for a week, let alone over a year.
As metal CoL Livery bollards have now been erected on Artizan Street, the car-bomb type concrete barriers can be removed, as they are redundant. This would be the most economical and speedy solution, as it will enable residents to circumperambulate the water, and allow access to Petticoat Tower without walking through water that is sometimes over an inch deep.
It will also make it less likely for undesirable people to congregate, or urinate in the area, as the barriers provide convenient nooks for these antisocial activites. They are also somewhat unsightly.
Furthermore, the aforementioned CoL livery bollards have been in place for months – yet they have not yet been re-painted. This needs to be done forthwith, as it adds to the general run-down appearance of the access to the Tower, and to this area of the Precinct.
Further resolved that this resolution should be passed down to the Ward Clerk, for the attention of the Court of Common Council.
