Telekinetic Sages and Lightning Sorcerers all have a 5% alacrity buff built into their class. This allows them to add more alacrity points and achieve 1.3 GCDs under normal circumstances and 1.1 GCDs while Polarity Shift is in effect. These numbers take this into account.
