We all know how to finish that sentence. As instructors, the use of visual aids during instruction can either drive participation or induce a nice slumber. This seminar will provide a detailed look in what works and what you should avoid when producing visual aids for your presentations. We will demonstrate PowerPoints that pop and Canva that captivates. From the husband and wife team with a proven record of success in the classroom, be ready to be amused and informed while we take you to the next level as an instructor.

This session is designed for instructors, administrators, and compliance officers responsible for maintaining certification requirements and ensuring compliance integrity within police and correctional environments. Emphasis will be placed on navigating regulatory requirements, managing and submitting training records, and implementing processes from instructor credentials and program approvals to audit preparation and post-review corrective actions. This session will be an open discussion Q&A forum focusing on specific questions and topics inquired upon and regulations upheld by the Maryland Police and Correctional Training Commissions.

Teresa Bean is on her third career as the Director of the Leadership Development Institute. As a scholar-practitioner, she balanced her role as a tenured professor of Law and Criminal Justice with the practice of law in a consultant capacity, which Teresa claims was the “best of both worlds.” A graduate of American University’s Washington College of Law, Teresa has worked in various capacities within the legal system: judicial law clerk, career prosecutor, defense attorney, and plaintiff’s attorney. For the past 32 years, Teresa has been an Instructor, Adjunct Professor, Assistant Professor, and Associate Professor in higher education. Teresa also uses her expertise to develop curriculum, train, and educate other legal professionals. She has been a guest lecturer for American Prosecutors Research Institute (APRI), the National District Attorneys Association (NDAA), and lectured prosecutors nationally at the National Advocacy Center in Columbia, South Carolina. Teresa also is an Instructor at various police academies in Maryland.
Kathleen Brunnett is a program administrator and instructor with the Leadership Development Institute for the Maryland Police and Correctional Training Commissions. A retired public school educator with 30 years of experience in the classroom and supervision, she also teaches as an adjunct professor at McDaniel College. Kathleen is a true crime devotee and an avid reader who enjoys engaging others about their current reads.
Stephanie Cain is the Compliance Administrator at Maryland Police & Correctional Training Commissions, where she will celebrate five years of service in November 2025. Mrs. Cain graduated from Towson University in 2009 with a degree in Political Science and has dedicated over 15 years to public service. With more than a decade of experience in both Federal and State regulatory compliance, she brings extensive knowledge and a strong commitment to upholding standards and accountability to all state of Maryland police and correctional agencies.
Joan Henard is a 2009 graduate of the Anne Arundel Community College Police Academy who obtained an Associate’s Degree in Law Enforcement & Criminal Justice. Ms. Henard began her police career in 2010 in Prince George's County, working for two municipal agencies before medically retiring with 10 years of law enforcement experience in 2021. After her retirement, she began her second career in August of 2022 at the Maryland Police & Correctional Training Commissions and moved through the ranks to become the Certifications, Unit Manager working closely with Executive Staff and Statewide agencies overseeing the certifications of approximately 30,000 officers and instructors across the state. In addition, Ms. Henard also manages Statewide Entrance Level training academies and in-service course programs catalog and approvals for every agency in the State. Ms. Henard is a recognized subject matter expert in COMAR, Instructor COMAR and Maryland Statutes and regulations relating to Certification processes and requirements for both Police and Correctional Officers as well as Certified Instructors and is an MPCTC Certified Academic Instructor.
Jessica Khosravi is a twelve-year veteran of the Department of Public Safety & Correctional Services and has been a certified instructor since 2016. She began her career with the Division of Parole and Probation before accepting a full time position in training and is now the Program Administrator for the First Line Supervisor Program at the Leadership Development Institute. Jessica is also the world’s biggest fan of The Office and has had the privilege of seeing both living Beatles live in concert.
Scott and Jennifer bring a combined 49 years of public safety and leadership experience to each of their dynamic and engaging presentations. Their areas of expertise are in the fundamentals of leadership, coaching, mentoring, and effective messaging. Together they own and operate Higher Wire Leadership Development LLC, where they apply their experiences to inspire and cultivate public safety leadership.
Scott is a Captain with the Anne Arundel County (MD) Police Department. He is currently the commander of the Southern District where he oversees 120 sworn members covering a service area of 162 square miles and population of 129,000. He was previously assigned to the Technical Services Division and was responsible for the operation of the County’s E911 communications center, police records unit, vehicle fleet, and technology section. Scott graduated from the FBI National Academy, session 273, and holds a bachelor’s degree in Criminal Justice from Northeastern University and a Master’s degree in Public Safety Administration from the University of Virginia. His prior experiences include, Executive Officer of the Northern District, Director of Recruit training at the Police Academy, and Patrol Platoon commander. He has served as a member of the Quick Response Team (SWAT) and various specialized units. Scott has extensive experience as an instructor starting as a staff instructor, recruit training supervisor, and firearms training supervisor during multiple tours at the Police Training Academy. He has developed a variety of leadership, mentoring and coaching programs that he presents monthly through the Maryland Police and Correctional Training Commission (MPCTC), Leadership Development Institute’s First Line Supervisor and Administrator programs. He is also an adjunct professor with the Community College of Baltimore County, in partnership with MPCTC, where he presents seminars on the fundamentals of leadership. In 2023, he was selected as the Instructor of the Year for MPCTC.
Jennifer is a Captain with the Anne Arundel County (MD) Fire Department. She currently serves as the Director of Public information and is tasked with the production, management, and dissemination of communications to a network of 2,500 members, serving a county population of approximately 625,000. She is a graduate of Session 281 and holds a Bachelors of Science degree in Communications from Purdue Global University. Jennifer was an Explosives and Arson Investigator, Director of recruit training for the Fire Training Academy and full time firefighter. Prior to joining the Fire Department she served as a Police Officer with the Anne Arundel County Police Department in the Criminal Investigations Division, staff instructor at the Police Training Academy, and the first (and still only) female member of the Quick Response Team (SWAT). She is an instructor with the Maryland Police and Correctional Training Commission (MPCTC), Leadership Development Institute, First Line Supervisor course. In 2021, she was selected as the Instructor of the Year for MPCTC.
Wayne Silver served 30 years as a law enforcement officer in the Department of Defense before joining the Maryland Department of Public Safety. During this time, he held a variety of positions related to patrol operations, training, recruitment, and policy development. He has been actively involved in the development of numerous courses in the areas of entry-level training, firearms, defensive tactics, and leadership development. As an assessor for the Federal Law Enforcement Training Accreditation (FLETA) he assisted with the accreditation of law enforcement programs for the Department of State, Department of Treasury, and the Federal Law Enforcement Training Center. Mr. Silver served as a voting member for over 10 years on the Department of Defense POST Commission and its predecessor entities. He currently serves as the Executive Director of the Maryland Police Training & Standards Commission and is a graduate of the FBI National Academy.
Assistant Director Simons currently oversees the Law Enforcement Training Unit's Firearms Training Facility, Drivers Training Facility, Physical Training Center, & In-Service Training at the Public Safety Education Training Center. He has over 30 years of law enforcement experience where he has worked in federal, state, and local law enforcement agencies as a law enforcement officer and an instructor. He has taught at police agencies and police academies nationwide as well as developed and revised curriculum for law enforcement. He currently holds instructor certifications from the Maryland Police & Correctional Training Commission and the Federal Law Enforcement Training Centers. Some of his instructor areas of expertise include Firearms, Tactics, Tactical Medicine, Use of Force, Human Trafficking, Administrative Charging Committees, Police Accountability Board's, and many other in-service and entry level topics.
Robert Wagner, a retired 31 year veteran of the Howard County Police Department, is currently the Director of Law Enforcement Training for the Maryland Police and Correctional Training Commissions. While employed with the Howard County Police Department, Mr. Wagner served in both the Operational and Administrative Bureaus in several leadership capacities, to include Patrol Operations, Special Operations, Human Resources and the Education and Training Division. As the Maryland Police and Correctional Training Commission’s Law Enforcement Training Director, Mr. Wagner has administrative oversight of the Commission’s skill venues to include the Firearm Training Facility, the Driver Training Facility, the Physical Training Center, the Police Entrance-level Training Program and specialized course programs. He has been instrumental in the statewide Police Reform training that was enacted in 2021.
