How to Become a Leader

I.              Meet State Volunteer Requirements All volunteers require the following Items:

1.     Report of criminal history from the Pennsylvania State Police (PSP)  https://epatch.pa.gov/.  Click on "New Record Check".  Note: This clearance from the Pennsylvania State Police will display on the computer screen only. This report must be printed as a PDF if it is to be saved to a computer! Free PDF converters are available for download from the web.

2.    Child Abuse History Clearance from the Department of Human Services (Child Abuse) http://www.compass.state.pa.us/cwis.  Click on "Create an individual account" or enter your previous username and password.

3.    Must have one of the following

a.   For volunteers who have NOT been a Pennsylvania resident continuously for the past ten years, a fingerprint based federal criminal history submitted through the Pennsylvania State Police or its authorized agent (FBI) is required (Cost of $27.50, this fee is not waived) https://www.dhs.pa.gov/KeepKidsSafe/Clearances/Pages/FBI-Fingerprinting.aspx

b.  For volunteers who have been a Pennsylvania resident continuously for the past ten years, they must swear or affirm in writing that they are not disqualified from service based on a previous conviction or offense. These volunteers must complete a "Disclosure Statement Application for Volunteers".  The disclosure statement is below.

II.            Attend the committee meetings

III.           Create a My Scouting account.


1.    Go to https://my.scouting.org/ and click on “create an account”.

IV.          Take Required Youth Protection Training

1.    Login to https://my.scouting.org/

2.    Click on the youth protection symbol and follow the online instructions.

V.            Take Position Specific Training (Den Leader, Scout Master, Committee Member, etc.)

1.    Login to https://my.scouting.org/

2.    Proceed to the training application and follow the online instructions for each position.


Cub Scout Leaders


VI.          Attend BALOO Training (optional, but required to take den on campouts)

1.    Login to https://my.scouting.org/

2.    Proceed to the training application and follow the online instructions for BALOO training.

3.    Register for BALOO campout training with the NEPA Council

4.    Finish the BALOO training.

Scouts BSA Leaders


VII.          Attend Scoutmaster Training (optional, but required to be a scout master)

1.    Login to https://my.scouting.org/

2.    Proceed to the training application and follow the online instructions for Scout Master training.

3.    Register for Scout Master campout training with the NEPA Council

4.    Finish the Scout Master training.
