The US federal civil service system began in 1871, and workers were hired based on a merit-based system. As the civil service system grew and was modified, the Civil Service exam became a mandatory assessment for every person applying for a civil service position, particularly if the position was directly government-related.

That varies as well. Candidates who take the clerical Civil Service exam, for example, must score at least 33 on the verbal abilities test portion, and a combined minimum score on the clerical and verbal portions of 80.

People who are planning to join or are currently employed in any government service can take the Career Service Examination, popularly known as the Civil Service Exam. The exam is conducted multiple times a year through the Paper and Pencil Test (CSE-PPT) or Computerized Examination (CSC-COMEX). There are two types of Civil Service Exams: the CSE-Professional and Sub-Professional levels. The former will grant you 2nd-Level Eligibility, which qualifies you for a second-level position, whereas the latter will qualify you for clerical and custodial service roles in the government.

The first thing you have to do to pass the examination is to know the coverage. It will familiarize you with the actual exam questions and let you know what you are getting into. If you are taking either the professional or sub-professional level, both have almost the same scope and coverage. However, the sub-professional level includes questions on clerical operations to evaluate your understanding of filing, alphabetizing, and similar skills. In contrast, the professional-level exam includes topics such as logic, data interpretation, and abstract reasoning.

Instead of letting politicians hand jobs out to their cronies, governments began using civil service exams as the foundation of the hiring process. This practice is still in effect in many areas today, so getting a government job usually requires taking and passing a civil service exam

Some civil service exams will have performance tests, measuring typing speed, physical fitness, transcription skills, etc. Some exams are taken orally instead of on paper. However, for general administrative jobs the test is usually given in writing subject matters are usually standard ones such as English, grammar, math, etc.

For the Civil Service Exams held last August 2022, there were 138,703 people who took the exams. A total of 26,307 (18.97% of total) examinees passed the Career Service Examination-Pen and Paper Test (CSE-PPT).

Given the above requirements, you do not need to be a college graduate in order to take the civil service exam. Since the CSC has no educational requirement for CSE applicants, you can even take the civil service exam as a high school graduate.

NOTE: Even though the above individuals are exempted from taking the civil service exam, they are still required to apply for a Certificate of Eligibility at a CSC Regional Office or Field Office.

For 2023 specifically, the Career Service Examination-Pen and Paper Test Batch 1 was conducted last March 26. For Batch 2, you can apply from May 15 until June 14, 2023; the exam will be on August 13, 2023.

Test guides published by the Department of Civil Service are typically targeted to specific entry-level titles and are not provided for every civil service examination. If a test guide is available, it will be indicated on the examination announcement.

Test guides are designed to familiarize candidates with the format of the test and will provide a description of the subject areas to be tested, along with sample test material. If sample questions are provided, the solution and correct answer will also be provided. Candidates are encouraged to review the "Subjects of Examination" portion of the examination announcement for information on test type and exam content.

For this type of Evaluation, your application is the test. No written or physical test is administered. An examiner evaluates the education and experience shown on your application against the job requirements. Only relevant experience gained within the last 10 years is assigned credit.

The Supervisory Test Battery (STB) is a computer-based test that measures supervisory skills and abilities. It is sometimes combined with a test of technical knowledge in an exam for a particular title. For more information on the process, download our STB guide [pdf].

Some examinations will be administered on a computer, where candidates can use a mouse and keyboard to input their answers. Test questions and answer choices will be displayed on the computer screen, but in some circumstances, supplemental material may be provided in a printed format for easier reference.

For bilingual titles, we test bilingual skills with a Bilingual Communicative Ability Test (BICAT). You must pass the BICAT, in addition to passing the base test for the title, in order to be appointed to a bilingual title. There are three levels of foreign language proficiency used by the Civil Service Commission: Basic (Level 1), Intermediate (Level 2), and Advanced (Level 3). The passing proficiency level is linked to the job title for which you apply. Most clerical job titles and some aide job titles require a Level 1 proficiency to pass, whereas most other job titles require a Level 2 proficiency to pass. Before you apply for a job announcement, you'll want to check our Chart of Bilingual Levels to see what level of proficiency is required to pass the exam.

Level 1 candidates can hold routine, repetitive, and casual conversations, direct clients to various locations, and express general ideas. Candidates at this level usually don't have questions or comments from clients that are out of the ordinary and can get by with a smaller vocabulary and less knowledge of grammar, as long as their comprehension skills are serviceable. Examples: Be able to say in the foreign language, "Mrs. Smith is absent today because she is very sick," or "Your appointment is this Tuesday at 2:00 pm. Please go to room #5 and bring all of your papers with you."

Level 3 candidates are interpreters who may need to use specialized terminology or technical concepts. They have the greatest stake in the welfare and outcome of their clients, and often have to keep up with rapidly-speaking clients who are under stress. Examples: Be able to tell a client in the foreign language, "Your mother was diagnosed with severe damage to her spinal cord; she may never walk again," or "The defendant will plead guilty to the charge of involuntary manslaughter."


If you applied for a Spanish/English bilingual title in June 2014 or later, you may be scheduled for a multiple-choice BICAT exam. This exam is usually scheduled for the same night as your base test. If your Spanish bilingual job title is non-competitive or you did not take a base test, you will be scheduled for the multiple-choice BICAT as soon as possible.

After an exam is administered, it generally takes 9-12 months for an eligible list of passers to be established from which agencies can hire from. Before an eligible list is established, candidates may have the opportunity to participate in the following:

After a candidate receives his/her exam score, he/she is permitted to appeal the calculation of their final score within a specific timeframe if the candidate believes he/she was scored incorrectly. Candidates will be given instructions on how to appeal at the time they take an exam.

Examination announcements provide important information about each examination being held, including the job title(s), date of the examination, location, duties, salary, the subject of the examination, deadline to apply, and fee information. When you are interested in taking an examination, first review the announcement to determine if you are eligible. There are minimum qualifications for all examinations which you must meet in order to participate in the examination.

Experience in a particular field of work may be required for some jobs. Other jobs also will require a demonstration of proficiency at certain skills, such as typing or fluency in a second language, or require a physical examination. Read each examination announcement carefully. You must meet the qualifications in order to take the examination.

Most examinations are held periodically. Some examinations are held continuously, with applications accepted anytime. With these continuous recruitment examinations, the qualified applicants are tested on an as-needed basis, and successful candidates' names are added to the eligible list continuously.
