The Bloodless Rebellion

Code of Ethics: Valuing ethics over honor, Roscius' rebellion cannot kill enemy infantry on the battlefield. Instead, they are obligated to keep their opponents as prisoners. If the prisons of the Rebellion and its allies are full, defeated enemy infantry is returned to a building owned by the enemy player or one of their allies (the Rebel player can choose the building). Units returned to the enemy are always returned 1 wound away from death. If there are no structures to which the unit can be returned, it stays where it is at 1 wound away from death.
Due Process: In order to execute a prisoner, trials must be held. To hold trials, spend a unit command and roll the twenty-sided die for any or all prisoners. If a 10 or higher is rolled, then the prisoner is executed. If a 3-9 is rolled, nothing happens. If a 1-2 is rolled, the prisoner is released on a building owned by the unit's owner. If the player controls no buildings, the unit is released within 1 space of the prison holding the unit.
Servants of the People: From the beginning of the game, the Rebellion is able to commune with clients. You may draw all 4 quest cards during every Winds of Change. Unless you own the Officer's Quarters, however, any drawn tier 3 quests are immediately discarded, and no quest is received. If you prefer a card you have drawn over a card in your hand, you may discard the card in your hand and replace it with the one drawn. This does not take up a unit command.
Noble Cause: Imprisoned enemy units may be persuaded to join Roscius' Rebellion. A unit command must be given to the containing prison in order to attempt such a conversion for units inside. During the command, roll the twenty-sided die for each prisoner held within. If the enemy unit is a nonhero, a 15 or higher converts the unit to the Rebel player's army. If the enemy unit is a hero, an 18 or higher is required. Converted units are released outside the prison in which they were detained at full health.
At the age of nine, Roscius—the illegitimate child of King Matthieu D'Leon—was crippled and ran away from home. The remainder of his childhood and young adult life was spent travelling the world, studying combat, philosophy, magic, and politics in the nations of Mauria's enemies. After he was finally called back to the Cusped Kingdom, he gradually made a name for himself as the "Royal Bastard" by advocating for the common people, challenging Maurian laws, defending the rights of abused classes, and vehemently opposing the excessive tithes on the Kingdom's peasantry. These efforts all paled in comparison to the day he defied his father's orders and provoked riots in the streets of Eagle's Perch to prevent the execution of Sir Kenrick Crestwood. From that moment on, he's been on the run from Kingdom forces, rallying his own army in open revolt against the Cusped Kingdom and its self-serving rulers...
Unlike the Anakrians who seceded when Roscius was still a child, Bloodless Rebels are committed to are righteous means of war. The Rebellion fights for something more important than King and Country, and in time, even its strongest opposition may come to see this. Rebel soldiers avoid slaughter on the battlefield and instead imprison their opponents, giving them the right to a fair trial and the opportunity to change their ways. It is no surprise, perhaps, that many grateful adversaries choose the latter and decide to take up arms as soldiers of the Rebellion.
Contrary to common expectations of Maurian nobility, the Rebellion is actually capable of securing the aid it needs to raise a formidable force. After already obtaining both the financial and physical support of the Sir Kenrick Crestwood, Roscius was able to gain the patronage of Lord Lawrence Stevenson (colloquially "Whiskey" Steve). Due to his unbecoming behavior, Stevenson was banned from the Maurian Courts, and seeking refuge among the Rebellion, he provides Roscius with the funds necessary to equip an army that can challenge the strongest of nations.
While Roscius has the blood of a king on his father's side, he also shares a mother with one of the most unlikely of allies—the Anakrian Captain Nex. After reuniting with him in Anakria, Roscius and Nex have become a formidable and inseparable duo. Now, Nex and many members of his now-disbanded Dragon Company gladly fight for the Rebels' cause, taking on some of the most dangerous missions for a rebellion that they regard as far too bloodless.
