The City Government of Isabela through the City Human Resource Management Office, held a Gender Sensitivity Training-Workshop on April 18 and 19 at SP Session Hall, Isabela City, Basilan. It aimed to promote a gender-aware, gender-sensitive, and gender-responsive workplace environment, and to empower city government employees to become more gender-sensitive individuals.
The speaker, Prof. Rosalyn R. Echem, former director of the Gender Research and Resource Center of Western Mindanao State University, talked about four core topics: (1) Appreciation of the Magna Carta of Women (9710), (2) Basic GAD Concepts-Sex and Gender, (3) Gender as a Social Construct and (4) Gender Fair Language.
A total of 132 employees attended the training which was done in two batches. Mayor Sitti Djalia A Turabin-Hataman, in her message, emphasized the importance of Gender and Development (GAD) Programs in creating a gender-sensitive city, and hopes to have more impactful GAD programs/projects.
Hon. Karel Annjaiza R. Sakkalahul also graced the event and gave a short message. As the committee chair on Women, Children and Family Affairs, she assured that more ordinances will be enacted that promote human rights.
In closing, City GAD Focal/City Information Officer Mendry-ann A. Lim encourages everyone to apply what they have learned not only in the workplace but in their respective homes to achieve the city’s vision which is a #HAPIsabela #AHappyAndDignifiedLifeforAll.

City Mayor Sitti Djalia Turabin-Hataman through its City Human Resource Management Office headed by CHRMO Rosella Luna administered the signing of appointment and oathtaking of the 19 newly hired and promoted employees, January 23 held at Sakayan Conference Room.

The City Human Resource Management Office (CHRMO) started the year 2022 with plans and programs that continuously promote, develop and create a harmonious environment of skilled personnel equipped with ethical values for transparent, efficient and effective service delivery.
In order to achieve further growth, the office is strengthening its services in the digital area, aiming to become a “digital-driven” office as part of its strategy. To ensure that the office is able to effectively keep with the speed and pace by which digital technologies are transforming systems, the CHRMO purchased a Human Resource Information System (HRIS) from Phonepatch Marketing as the winning bidder. This aims to streamline HR processes from recruitment, onboarding to separation. It also includes digitalizing time-keeping, leave monitoring, records management and payroll processing.
Beginning September 2022, the office started capturing employees’ data to be able to import it in the system.
Highlight of the HRIS is the online self-service portal where employees can check their records online and apply leave of absence thereat. Job applicants are also encouraged to apply online at jobs.isabelacity.gov.ph for a seamless application.
In addition, the office also purchased an identification card printer to produce employee ID internally. With the help of the City Information Office (CIO) and Information Technology Division (ITD) under the Office of the City Mayor, the office was able to produce 1,025 identification cards with a unique QR code which validates ID holders as bona fide employee of the City Government of Isabela.

The City Government of Isabela through the Office of the City Mayor and Office of the City Human Resource Management conducted an orientation on the Strategic Performance management System (SPMS) held at Sakayan Hall, City Hall Complex, Isabela City, March 12.
SPMS was developed by virtue of CSC Memorandum Circular No. 6 (s. 2012) which replaced Performance Evaluation System (PES) to address the gaps and weaknesses in the previous systems. It also establishes a more performance-based orientation of the government’s compensation system, putting premium on individual and organizational performance as bases for enhancing merit and compensation system.
During the orientation, ISO Secretariat, Mojahedeen S. Cosain presented the rationale, objectives, importance and other essential information on Strategic Performance Management System (SPMS). He also presented the LGU-Isabela approved SPMS.

For the first time in its history, LGU-Isabela City headed by Mayor Sitti-Djalia A. Turabin-Hataman and Vice Mayor Jhul Kifli Salliman through the City Human Resource Office headed by Ms. Rosella T. Luna held the Mass Oath-Taking and New Employees Orientation on Thursday, January 21 at the 4th Floor, Infirmary Building, City Hall Complex, this City.
Forty-four (44) employees hired from July 2019 to December 2020 took their oath and attended the said orientation which aims to develop pride, belonging and commitment to newly hired employees in public service. This activity also aims to inform new employees about the LGU’s government programs, thrusts and operations as well as their duties and responsibilities and benefits. The attendees were also given a brief orientation on Quality Management System and ISO 9001:2015 awareness.
Mayor Dadah Hataman emphasized the importance of knowing the essence of working in the local government unit under her current administration. The vision of the City Government of Isabela to achieve a happy and dignified life for all must be a shared vision by all employees of the city, she added.
