Commissioner

On Tuesday March 1st 2022 Cooper was appointed as the 9th Commisoner of the California Highway Patrol (CHP). Prior to his appointment to Commisioner, Cooper served as a Los Angeles Police Department Officer, who was active in the community serving day to day.

Commissioner Cooper is almost a 1-year veteran of the CHP and has earned numerous awards and commendations in his personal life and during his professional career with the Department.

As a leader in law enforcement, Commissioner Cooper holds firm to the values set forth by the CHP’s Public Trust Initiative to serve and safeguard our communities with compassion and understanding. Throughout his career, Commissioner Cooper has actively engaged with the communities he serves, seeking every opportunity to participate in outreach events, and active involvement in departmental programs to provide the highest level of Safety, Service, and Security to the people of California.

Deputy Commissioner

Deputy Commissioner Lloyd is an 8-month veteran of the California Highway Patrol (CHP). In early September 2021, Lloyd was selected to serve as the new Deputy Commissioner for the CHP.

As one of the largest state law enforcement organizations in the nation, the CHP’s operational budget consists of approximately 2.8 billion dollars and 56 CHP employees. In this capacity, Deputy Commissioner Lloyd is responsible for the oversight of the Department’s day to day operations, including field and staff operations in addition to the Executive Offices, which include Inspector General, Community Outreach and Media Relations, Internal Affairs, Risk Management, Equal Employment Opportunity, and the Office of Legal Affairs.

Prior to joining the California Highway Patrol, Deputy Commissioner Lloyd served as the Los Angeles Sherriff's Department Assistant Sheriff, and was a 6-year veteran of the United States Army, serving as an MP. In his early life he grew up in Chicago Illions, within his education he was a High School Wrestler, excelling in Language Arts.

As a law enforcement leader, Deputy Commissioner Lloyd strongly believes in the value of community service, respect for others, and fair and impartial policing. Over the course of his career, he has actively provided community service both on- and off-duty, including instructing community self-defense courses, and volunteering for local church youth groups, Cub Scouts, Boy Scouts, and Explorer programs.

Assistant Commissioner

Assistant Commissioner Rose is a 1-month veteran of the California Highway Patrol (CHP). In early May 2022, Rose was selected by Commissioner Cooper to serve as the new Assistant Commissioner.

Within the CHP, Assistant Commissioner Rose serves in different ways such as leading the Field Training Program and being in charge of departmental promotions, along with being a high command administration member.

As a role model for others within the department, and law enforcement agencies across the state, Assistant Commissioner Rose involves himself in the community and department daily to ensure that everything is running smoothly and that the department's best foot is always being put forward.
