Biography

Hemin Choi is an assistant professor in the College of Urban Sciences, Department of Urban Policy and Administration at Incheon National University. She earned her doctoral degree in public policy from Seoul National University and a master’s degree in urban design from the Harvard University Graduate School of Design and a bachelor of architecture from the Illinois Institute of Technology.

She studies to link public policy design to urban design, citizen perception, public management in local government and inter-city collaborative innovation, using mixed-method design-thinking research approaches. Her work has been published in major journals, including Public Management Review, Public Administration, Review of Public Personnel Administration, Local Government Studies, Information Polity, and Public Integrity. She received the Kooiman Best Paper Award in Public Management Review (1st Place) in 2024.

Before joining INU, she worked in both private and public organizations, including as an urban designer at Wallace, Roberts & Todd in Philadelphia, served as an assistant project manager at SK Engineering & Construction for energy plant construction, and was a project investigator for the Social Survey on Corruption Perception at the Korea Institute of Public Administration. She is currently an affiliated scholar with the Shanghai Key Laboratory of Urban Design and Urban Science at NYU Shanghai and serves as a member of the Open Government Partnership Committee (Digital) of South Korea.

최혜민 교수는 현재 인천대학교(INU) 도시과학대학 도시행정학과에 조교수로 근무하고 있다. INU에 합류하기 전에는, 한림대학교 AI융합연구원과 글로벌협력대학원(미래커뮤니티정책전공)에서 조교수로 재직하며 강원도 광역‧기초 자치단체 공무원 글로벌 리더십 교육과정의 프로그램 디렉터를 맡았다. 미국 보스턴대학교 도시연구센터 방문학자, 이탈리아 보코니대학교 연구펠로우, 한국행정연구원 사회조사센터 초청연구위원으로 근무하였다.

도시를 다양한 행위자들의 의사결정 결과물이자 공공가치를 실현해야 하는 미션을 가진 조직이라는 관점에서 탐색하며, 어떻게 하면 개인의 이기심과 공공가치가 균형을 이루며 국가의 도시공간의 질을 지속적으로 향상시킬 수 있는지에 대한 연구주제로 미래도시설계, 정책설계·지방정부조직관리에 관심을 가지고 있다. 도시공간의 질과 관료경쟁력의 관계에 관한 국가간 비교연구 논문으로 정책학 박사학위를 받았고, 하버드대학교 디자인대학원에서는 서울올림픽마라톤을 활용한 도시경관전략 설계논문으로 석사학위를 받았다. 실무경험으로는 미국 필라델피아 WRT(Wallace Roberts and Todd) 설계사무소에서 건축디자이너이자 도시설계사로 근무하며 공공청사, 캠퍼스마스터플래닝, 워터프론트 재개발, HUD주택 프로젝트등에 참여하였다.미국 및 이태리 학자들과 공동수행한 도시경쟁력 연구로 공공관리와 행정분야 국제저널인 Public Management Review에서 최우수 논문상인 Kooiman Prize를 수상하였다.
