Wages improve—but not enough.
Some retention improves.
Many educators still leave. Benefits and conditions remain limited.
Verdict: Wage policies alone cannot address the full scope of workforce instability.
Wage is a key determinant of job satisfaction, and low wages are one of the most influential factors in childcare workers' decisions to leave the workforce. While CWELCC has allocated a wage floor for childcare staff, entire portions of the workforce are excluded, and wages remain low compared to similar fields. Wage enhancement policies do help retention; however, wage increases alone will not repair a workforce that is often characterized as at its breaking point. (1)
While more inclusive investments into wage enhancements may help repair the workforce, this is only a small piece in a much larger puzzle, and without addressing other important and deeply rooted factors influencing workforce exits, such as labour undervaluation and burnout, retention will not significantly improve.
