Introduction

Cultural Enrichment Coalition 健华社 donates funds for the purchase of reading material and computers to town/village public libraries in rural China. All such libraries carry the nomenclature of Jianhua Library (健华图书馆) as the key component or the entirety of their names. Many Jianhua libraries are located in towns'/villages' most centrally located schools. They also function as community public libraries.

All Jianhua libraries are established and maintained under the following procedures:

CEC recruits and trains front-line liaisons in various provinces/regions of China. All are volunteers without monetary compensation; some of them are active or retired teachers/librarians, others may be government officials.

1. Based on criteria /guidelines established by CEC, the liaison first identifies towns/villages with public or school libraries lacking funding for reading material and computers.
2. He/she then visits and interviews the town officials, encouraging those proactive to providing free library & information service to the public to apply.
3. Upon meeting the town leaders and inspecting the library site, the liaison evaluates/transmits the library funding application to CEC, together with his/her own independent recommendation.
4. For each approved application, CEC drafts a written agreement with requirements for library site preparation. They are forwarded to the applicant and liaison in charge. All parties must go over the documents carefully for thorough mutual understanding of the purpose and implementation of the library sponsorship program.
5. After the agreement is finalized and all CEC requirements for library site preparation are met, CEC will release funds to be used solely for the acquisition of library resources including books, journals, newspapers, digital readings, and computers with free public Internet access. Currently, the total amount for each library is $6,000 , payable in four years (i.e. $3,000 as the initial payment and $1,000 for each of the following three years to be released upon receiving a satisfactory annual library report as required.)
6. The local town/village commitment is to provide a free, centrally located structure of a minimum of 100 square meters as the library, the necessary furniture, free internet connection, one full-time librarian, and an annual monetary contribution.
7. Any donor(s) contributing $6,000 to a library may name the library in honor of someone. An inscribed plaque will be permanently displayed in that library. Such an arrangement is negotiated with the local officials, and is written into the agreement.

To promote popular interest in using public library & information services, and to honor the library sponsorship, an opening ceremony is held for the establishment of each new CEC sponsored library During the ceremony, the final written agreement is signed jointly by a CEC representative and the town officials. With the enriched new resources provided by CEC, each library brings forth the much needed reading, information, knowledge and new ideas to a small community serving an average of 20,000 local residents/students who would otherwise have no access to free reading or the vast amount of information via Internet.
