本中心將設「資料分析」研究群及「經濟實證」研究群,資料分析研究群及經濟實證研究群之下,可再依研究主題而另設立分組。
在「資料分析」研究群之下,分設資料採礦、市調分析及計量方法等三個主題研究編組。資料採礦組負責初級及次級相關資料的蒐集,例如透過網路爬蟲取得消費者行為資料;市調分析組則是利用問卷調查或網路調查取得相關數據進行分析;而自資料庫、網頁、公部門、或私部門取得的數據,則可由計量分析組進行先進計量方法之解構分析,由此建立可實際應用於實業數據分析之程式架構,並負責教育訓練實業人士、研究助理、及學員們,了解與使用計量方法。此外,計量分析組亦將不定期開授相關計量方法課程,推廣先進計量分析方法。
「經濟實證」研究群,依當前經濟趨勢將分別設立「高齡市場」、「醫療產業」、「產業競爭」及「公共政策」等四個主題研究編組。人口結構的高齡化以及勞動市場的「晚進早出」,家計單位隨之而來可能面臨財務風險,這些問題值得政府部門及學界提早關注並提出因應政策,這是高齡市場研究編組的意義所在。
其次,高齡化加速了退撫制度財務面臨極大壓力,其所觸發的年金改革議題,尤令民眾(尤其是弱勢族群)面臨退休後的經濟安全風險,這是不容忽視的當代課題。最後,高齡族群的熟齡創業以及其所帶來的經濟意義,如何積極配合「活躍老化」、開發熟齡經濟產值,也是值得深入探究的議題。高齡市場組將以Gerontonomics為概念之主軸,針對上述方向從理論與實證雙方面著手進行研究。
This center will establish a “Data Analysis” research group and an “Economic Empirical Research” group. Under these two main groups, sub-groups may be formed based on specific research themes.
The Data Analysis Research Group will comprise three thematic research teams: Data Mining, Market Research Analysis, and Quantitative Methods. The Data Mining Team will be responsible for collecting primary and secondary data, such as consumer behavior data obtained through web crawlers. The Market Research Analysis Group will analyze data obtained through questionnaires or online surveys. Data sourced from databases, websites, public agencies, or private entities will undergo advanced econometric deconstruction analysis by the Econometric Analysis Group. This process will establish practical programming frameworks for industrial data analysis and provide training for industry professionals, research assistants, and students in econometric methodology. Additionally, the Quantitative Analysis Team will periodically offer courses on relevant quantitative methods to promote advanced analytical techniques.
The “Economic Empirical Research” cluster will establish four thematic research teams aligned with current economic trends: “Aging Market,” “Healthcare Industry,” “Industrial Competition,” and “Public Policy.” The aging population structure and the “late entry, early exit” phenomenon in the labor market may expose household units to financial risks. These issues warrant early attention and policy responses from government agencies and academia, underscoring the significance of the Aging Market research group.
Second, accelerated aging places immense pressure on pension systems, triggering pension reform debates that particularly expose vulnerable groups to post-retirement economic insecurity—a critical contemporary challenge. Finally, the economic significance of mature entrepreneurship among the elderly and how to actively align with “active aging” to develop the mature economy's value are also topics worthy of in-depth exploration. The Aging Market Group will adopt Gerontonomics as its conceptual framework, conducting research on the above directions from both theoretical and empirical perspectives.
醫療產業研究編組主要在於醫療經濟之研究,可針對醫院、醫生及病人的行為進行研究。在醫院層級可討論醫院間的競爭行為、市場進出競爭等一般產業組織問題;在醫生層級則可探討其醫療行為或醫病關係等一般代理人問題;而病人方面,則是在其就醫行為、影響健康之因素、以及保險等等問題,另外還有藥品市場,健康保險制度等問題也是本組未來可以探討的議題。
產業競爭研究編組,將與企業進行產學合作,為其分析數據、分析趨勢、與擬定策略。因應於全球暖化及科技變遷,因應綠能、環保、工業4.0、AI及大數據之新範式衝擊,個別廠商該如何調整其生產決策,亦為本組專注之項目。同時,在全球化浪潮下,規模經濟所形成之廠商區位選擇及產業群聚效應,都將持續協助廠商進行分析。
公共政策研究編組將著重於重大公共議題與政策的探討,舉凡能源產業、貨幣政策、經濟規劃、勞保與年金政策、一例一休等等,都將提出研究結果作為政府參考。此一編組亦將包含財稅改革、甚或兩岸互動下的經貿政策與協議。此一編組亦計畫透過研究與論壇之舉辦,集合各方意見、提供政府決策之參考。
The Medical Industry Research Group primarily focuses on healthcare economics research, examining the behaviors of hospitals, physicians, and patients. At the hospital level, it can examine general industrial organization issues such as inter-hospital competition and market entry/exit competition. At the physician level, it can explore general agency problems like medical practices or doctor-patient relationships. Regarding patients, it can investigate healthcare-seeking behavior, factors influencing health, insurance, and other related issues. Additionally, topics such as the pharmaceutical market and health insurance systems are areas this group may explore in the future.
The Industrial Competition Research Group will collaborate with enterprises through industry-academia partnerships to analyze data, identify trends, and formulate strategies. In response to global warming and technological shifts, the group will focus on how individual firms should adjust production decisions amid the paradigm shifts driven by green energy, environmental protection, Industry 4.0, AI, and big data. Simultaneously, under the wave of globalization, the group will continue to assist companies in analyzing location choices driven by economies of scale and industrial clustering effects.
The Public Policy Research Group will focus on major public issues and policy discussions. Research findings on topics such as the energy industry, monetary policy, economic planning, labor insurance and pension policies, and the “one fixed day off and one flexible day off” policy will be presented for government reference. This group will also cover fiscal and tax reforms, as well as economic and trade policies and agreements within the context of cross-strait interactions. It plans to gather diverse perspectives through research and forums to inform government decision-making.
