Carol (Starks) Harper is a freelance writer and community media consultant residing in Riverton, Wyoming. She manages GoRiverton and currently serves in the capacity of media/ communications for the Riverton Downtowners Main Street Alliance, and the Fremont County Master Gardeners.

Carol currently works for Frontier Ambulance and also serves as Fremont County's Relationship Management DCS Community Partnership Lead for the American Red Cross of Wyoming. She is a board member of the Fremont County Law Enforcement Foundation, and serves as Project & Outreach Coordinator for MMIP Wind River, Carol is also a part of the Fremont County DUI Task Force, as well as the Suicide Prevention Task Force under the Fremont County Prevention Program. She is also volunteers for Arts in Action and the American Legion Auxiliary Post 19.

Carol was also a recipient of the American Ambulance Association's 2025 Stars of Life award.

She is a member of the Northern Arapaho Tribe.

Carol's Journey...

She began her musical life at the age of three, picking out tunes on her toy xylophone, starting formal piano lessons at the age of four. Throughout her youth, Carol competed in piano competitions and music festivals...and, as an accomplished musician, vocal coach and composer/arranger, served a 35-year long music career as an organist, pianist/keyboardist, vocalist, and as a music director for churches in Utah, California, and Nashville, TN. She sang Soprano I in The Nashville Choir and was a studio backup vocalist for several country and Christian artists and music projects. She was also the director of a high school glee club, and a vocal coach for students who went on to pursue their own music and performance careers. She is currently learning to play the Native wood flute under the mentorship of Walter "Ogi" Johnson.

As a writer, Carol was a reporter/writer for County 10,, as well as the Amador Ledger Dispatch, Gold Country Times, and Calaveras Times in California. She also served as President of the Nashville Christian Writers Association, Director of Media & Communications for the Tennessee Marine Family, and a writer for PT Ministries' Plain Truth Magazine. She was also the Editor of The Horizon quarterly regional newsletter for AMR/Guardian Flight.

Carol is the proud mother of two U.S. Marines. enjoys cooking, gardening, taking road trips, making new friends and meeting folks from all over her home state of Wyoming.
