Caring People Alliance, we are committed to improving the safety, stability, and well-being of children and families in Philadelphia.
In 2024, we were chosen to manage Community Umbrella Agency #6 (CUA 6) as part of the Philadelphia Department of Human Services (DHS) Improving Outcomes for Children (IOC) initiative. Under this initiative, DHS divides Philadelphia into ten regions, each aligned with police districts, and appoints a community organization to operate the CUA in each region. The CUAs offer community-based case management services, community outreach, and more.
Our program, known as CUA Cares, serves the Northwest region of Philadelphia, specifically the 5th and 14th Police Districts, as CUA #6. Through CUA Cares, we provide essential support and resources to help create safe and stable environments for children and families.
Improving Outcomes for Children (IOC) is Philadelphia’s delivery of child welfare, juvenile justice, and child abuse prevention services. The four goals of IOC are:
More children and youth are safely in their own homes and communities: With prevention, child welfare, and juvenile justice services based in the community, children and youth can maintain connections to what they know, or work to restore those relationships.
More children and youth are reunified more quickly or achieve other permanency: If children must be removed from their home of origin, we work to reunify the family as soon as it is safe to do so. When reunification is not possible, adoption or permanent legal custodianship may help the child or youth find a permanent home.
Congregate (residential) care use is reduced: We believe children and youth do best in family-based settings. We promote children safe at home whenever possible in family-based foster or kinship when the home of origin is unsafe. For youth in the juvenile justice system, we support community-based programs so that they can live with their families and in their school of origin.
Improved child, youth, and family functioning: Sometimes families need support to live together safely. We invest in many programs to help children, youth, and families become their best selves, including support for parents to reunify more quickly with their children.
Case Management: Comprehensive support and coordination to ensure child safety and family well-being.
Behavioral Health Care Referrals: Access to mental health resources and support.
Parenting Education: Workshops and resources to empower parents and caregivers.
Resource Home/Foster Care: Service to and support for foster and adoptive parents.
Adoption Services: Assistance in finding permanent homes for children in need.
Community Engagement: Activities and initiatives to strengthen community ties.
Parent Cafes: Informal gatherings that provide support and resources for parents.
Our Approach

Improve, maintain, and expand these networks to strengthen the community and protect vulnerable populations.
Ensure our service network is informed by and tailored to the community's needs, supporting the DHS Improving Outcomes for Children (IOC) initiative.
