1895 marked the beginning of Capiz Evangelical Church's story. Manikan, a relative from Spain, chanced to smuggle three Spanish Holy Bibles to the country. Punishments like excommunication from the church, exiled to Jolo or Mindanao, and declared a heretic awaited any person caught reading the Bible.
Three Bibles were distributed to the three families: Mr. Ladislao Alcantara, Mr Manuel Gregorio and Mr. Rufino Inocencio. All of them searched the sciptures diligently.
Mr. Ladislao Alcantara shared his Bible discoveries to some friends. He was accused of heresy and was exiled to Jolo but later escaped and came back to Capiz in 1899, Just the time the Americans arrived.
Manikan and the American Missionaries arrived at Capiz in 1902 and they were temporarily housed at the Gregorio's. It was then that they started to look for a lot where to build the missionaries home in 1903 and found it in 1904 now Filamer Christian University (FCU). This year marked the first baptismal service at Baybay Beach, 36 persons were baptized, in January 1904. One of them was Josefa Abiertas, the first Filipino Woman Lawyer of the Philippines.
The need for building a church was considered. It was this year that the donation papers were drafted and signed by the Inocencio's heirs. This was located in front of 13 de Augusto Street-now Roxas Avenue, near Hercor College. The church was finished in 1906 and was dedicated in the same year, January 28, 1906 just before Christmas. This church could accommodate 600 people and was described as the "most beautiful Protestant Church outside Manila" as described by H.W. Monger.
In 1913, Rufino Inocencio was ordained Pastor and was appointed as pastor for Capiz. A missionary couple arrived. Dr. and Mrs. Steimetz took over the work of another missionary who came earlier, Miss Sienze.
In 1916, Mr. Ladislao Alcantara an active church leader who worked with Dr. Lerrigo. In 1918, Rev. Mateo Diestro also served as pastor, and in 1927, Pastor Tomas Conejar became the pastor of the Church together with his wife Pastor Honoria Mazonia-Conejar and children. Mr. Agustin Masa was the student pastor then.
In 1934, Mr Agustin Masa, a student from Doane Seminary became their pastor until he graduated and got married. He served the church until the year 1939.
During the Japanese occupation, the church was destroyed. In 1945, after the war, pastor Masa came back and continued to work in the church. Church service was held at Baptist Home School (FCU) Assembly Hall until the church was finished.
1949, Mrs. Milagros Hernandez-Viterbo suggested to rebuild the church that was destroyed during the war. Since the church membership was increasing so they decided to look for another site and this became a reality when in 1950 the Hernandez and Viterbo families offered the use of the lot that now became area of the present Capiz Evangelical Church.
1955, Pastor Masa came back to serve as fulltime Pastor. Miss Remedios Olivares (Mrs. Vingno) work with the church as missionary.

We are organized into four Commissions namely: Commission on Outreach, Commission on Edification, Commission on worship and on Resources. Each has its own committees to ensure a holistic ministry for her members and for the community as a whole.
The Commission on Outreach has the aim to bring people in the community to the family of God. Three Committees under this are Committee on evangelization, the Committee on Missions, and the Committee on Social Concerns. The Committee on Evangelization preaches and teaches to bring the community to the church. Ten outreach centers located in Cagay, Nasagud, Tanque, Cogon, Milibili, Cabugao, CapSU, San Lorenzo and Philippine Railway Street are taken cared of. We maintain four Home Bible Study Centers in the boarding houses of the Relox's, Ardeña's, Delgado's and Festin's. The Committee on Missions which focuses on mission outside Capiz, financially supports the mission program of the Convention of Philippine Baptist Churches. 10% of the gross monthly income of CEC is given as support to the CKBC and CPBC, 5% each. The committee on Social Concerns which gives importance to the social life of people in the church and the community has a Care Giver Ministry composed of members who have medical training like doctors, dentists, and nurses. They also act as partners with SAO, Philippine for poor indigent families. Social issues and concerns are discussed in Social Forum.
The Commission on Edification is for growth and development of the church members with the committees on Christian Education, Membership/Pastoral Care, and Fellowship. The committee on Christian Education supervised the Sunday Schools in different levels like the Church Officers, Adults, Young People, Juniors, Primary and Kindergarten/Nursery. Auxiliary Organizations like the Men, Women, Young People, and Young Adults/Couples and Children are also under this committee. Church programs, worship liturgies, bulletins, communications, and the like are also under this committee. The Committee on Membership/Pastoral Care caters to the growth, the needs and concerns of the church members with the help of the Board of Deacons. Church membership records are gathered and kept. Home visitations are done, Shut Inn Ministry, and giving time and importance to the special occasions celebrated by members like birthdays, death anniversaries, wedding anniversaries and the like are practiced. The Committee on Fellowship plans programs and parties for a closer and healthy growing relationship of members. Special occasions like Valentines, Thanksgiving, Christmas and the like are celebrated. Visitors and guests are taken cared of by this committee.
The Commission on Worship sees to it that the worship services are prepared well and done meaningfully and in order. The committees under are the Decoration, Music, and Ushering Committees. The Decoration Committee is in charge of church decoration and beautification. Sunday and special occasion decoration are planned and made. Church surroundings and premises are taken cared of. The Committee on Music is in charge of the church music like the choir, the cantatas, and the musical offerings.
The Commission of Resources manages the church's material and financial concerns. Committees under this are the Finance, the Stewardship and the Building/Properties. Finance Committee manages the church finances, the Stewardship Committee is focused on how to generate and increase church finances and the Building/Properties Committee is in charge of the building and church properties.
