上午 (9:30–12:00) 研討會的主題為「台灣外貿政策的困境」

由維州里奇蒙大學文理學院副院長與政治學教授王維正博士 (Dr. Vincent Wei-Cheng Wang) 主持，邀請二位美國智庫的政治經濟專家 (Dr. Joshua P. Meltzer, SJD, The Brookings Institution; Dr. William T. Wilson, The Heritage Foundation) 與一位大學講座教授 (Dr. James Riedel, Johns Hopkins University) 輪流發表演講。

演講內容──將在美國對亞洲再平衡的政策下，檢驗台灣在亞太地區的地緣經濟角色；內容將著重於檢視台灣在亞太地區施展外交政策和經濟策略的大環境， 以及專注於台灣謀求加入「跨太平洋戰略經濟夥伴關係協議 (TPP) 」的努力；探討「跨太平洋戰略經濟夥伴關係協議」，台美「貿易暨投資架構協定」以及「亞太區自由貿易協定」之間的關係(互補性或得失性) 對台灣的影響。本研討會希望在學者專家、政策分析師、大學教授對台灣外貿政策提出看法與建言，同時與政策制定者之間建構起持續性溝通的管道。演講之後，排定有講員與會眾公開討論的時段，進行意見交流。

(1) Taiwan, Trans-Pacific Partnership and US Rebalance to Asia

The morning session will examine Taiwan’s geo-economic place in the Asia-Pacific, discuss the larger context of Taiwan’s foreign policy and economic strategies in the Asia Pacific region, and focus on Taiwan’s plan to join the Trans-Pacific Partnership (TPP). The topics to be covered include:

• Taiwan’s importance and deficiencies in regional economy, security, and democracy.
• The economic and politico-strategic) cases for Taiwan’s membership in the TPP.
• The diplomatic, legal, and economic issues surrounding Taiwan’s accession to the TPP.
• Implications for U.S.-Taiwan relations as seen in their participation in the TPP.
• Taiwan’s relations with other signatories to the TPP, including those in Southeast Asia and South America; Relationship among TPP, RCEP, and FTAAP (complementarity or tradeoff).
• Specific questions about the intersections between diplomacy and economics raised by the TPP, including intellectual property law, agricultural imports and exports, and so on.
• Roadmap, strategies, and approaches for Taiwan’s TPP bid: advice for Taiwan (externally and internally); Advice for the United States.

下午 (12:45–3:00) 研討會主題為「公共安全與危難預防」

由德拉瓦大學社會及刑事司法學系教授孫懿賢博士 (Dr. Ivan Y. Sun) 主持。 首由孫懿賢博士主講「台灣民眾對警察的信任度」。主要議題將包括：民眾對警察的信任影響警民接觸的數量與種類、民眾對警察的支持程度、民眾對警察合法性的看法和民眾與警察合作的意願。密蘇里州弗格森事件顯示民眾對警察的不信任可能導致民眾反政府行為與政府依賴武力與監視來管理人民。台灣的太陽花學運與香港的占中行動也同樣說明民眾對警察的信任在民主式維安中的重要性。接下來再由德拉瓦大學博士候選人張賢龢先生 (Mr. Hsien-Ho Chang) 主講「由高雄氣爆案看臺灣災害管理體系與未來發展」。講者擁有AEM (Associate Emergency Manager 國際災害副管理士) 之頭銜。高雄大氣爆帶走了三十條人命（包含六位消防人員），超過三百位民眾受傷，並影響了超過三萬戶的家庭。這件事故暴露出臺灣災害防救體系與災害應變的一些問題。這場演講將從回顧本次氣爆發生的原因開始，講者將分享其過往處理類似事故（英文通稱HAZMAT事故）的經驗，與討論臺灣政府應變這場災害其它可行的作法。之後講者將介紹目前臺灣災害管理體系優點與面臨的挑戰。在簡報末段，講者將提出幾項對臺灣災管體系發展與保護高雄地區市民未來免受氣爆危害的建言，這些建議包含：

1）講者建議臺灣政府應該設立中央層級災害管理機構（類似美國聯邦緊急應變總署）來統合所有災害相關業務;

2）講者建議於高雄設立石化業專區，並將地底暗管遷移至專區中;

3）講者建議應強化中央與地方政府垂直聯繫的功能，以及地方各局處與各組織間橫向的聯繫。

(2) Public Safety and Disaster Prevention

The afternoon session will discuss public trust in the police in Taiwan, Taiwanese disaster management organization and future developments.

• Public Trust in the Police in Taiwan: Public trust in the police can influence the amount and type of interaction people have with the police, the level of support they show to the police, the degree of legitimacy they perceive about the police, and the extent of cooperation they render to the police.
• In the aftermath of the massive gas exploration in Kaohsiung City: Taiwanese disaster management organization and future developments. This incident reveals some problems on Taiwanese disaster management organization and disaster response.
