童 至 祥 Sophia Tong
Sophia Tong has over 30 years’ experience in leadership and management. She was the first female general manager in IBM Taiwan, had been assigned to Tokyo for six months and Beijing China for four years to gain international experience. She had won several global leadership and outstanding sales execution awards. In 2009, she was recruited by Test Rite International Corp.as CEO to lead more than 6000 employees to transform her retail and wholesale businesses globally for 11 years and won quite a few government awards. Before she moved to US in June 2023, she was the CEO of Hung Tai Group which is a conglomerate in Taiwan engaged in Construction, Securities, Insurance, office rental and Telecom industries.
Sophia was voluntarily devoted to mentoring the next generation startups in Taiwan. She served as a mentor in AAMA (Asia America Multi-Technology Association) since 2011. She also founded Wowan On Board Academy in 2020 to support young generation female leaders’ development. In public service, she was the board member of III(Institute for Information Industry) for three terms (2009-2015) and was in advisory board of Graduate Institute Management of National Central University(2014-2017).
Sophia graduated from Foreign Literature and Language Department of National University and participated in the Global CEO program jointly hosted by Harvard Business School, IESE and CEIBS. She took various training courses in IBM including Senior Leadership Development program in IBM headquarter, Business Leadership Management program & Client Relationship Certification Program in Harvard campus, one month management program of Asia Institute of Management in the Philippines, etc.
Currently, Sophia is an honorable board member of Women On Board Association in Taiwan and independent board members of two public companies.
Sophia is looking forward to contributing to the mission of CAPA DC.
蕭 一 白 Terry Hsiao
Terry Hsiao is an entrepreneur, advisor, professor, and investor known for his extensive experience in cloud software, mobile apps, wireless networks, and fintech. He has founded multiple companies within the mobile ecosystem, some of which were later acquired by Sybase, Verifone, and Kaleyra. Notably, he played a prominent role in Kaleyra's public listing on the NYSE in November 2019.
In addition to his entrepreneurial ventures, Terry has been involved in academia, creating and teaching courses in New Ventures and Entrepreneurship at Marymount University and the George Washington University for four years. He is recognized for his ability to turn innovative ideas into successful businesses, emphasizing innovation and scalable growth.
Terry Hsiao has also been active in the entrepreneurial community in Taiwan, where he launched a program in March 2023 to teach key startup concepts directly to entrepreneurs. He serves as an advisor to the Center of Entrepreneurship and Innovation at National Taiwan University. Furthermore, he has contributed to the Virginia Center of Innovation and Entrepreneurship as a Governor appointee and serves on several nonprofit boards.
He holds a BSEE Honors degree in Electrical and Computer Engineering from Rutgers University and an SM in Management of Technology from MIT Sloan School of Management. In his spare time Terry enjoys traveling, basketball and golf.

廖 心 一 Terry Liao, Ph.D.
Dr. Terry Liao is a seasoned clinical statistician with more than 20 years of experience spanning academia, industry, and federal service. A U.S. citizen and current statistical reviewer in the U.S. FDA’s Center for Devices and Radiological Health (CDRH), he specializes in clinical study design, regulatory strategy, and statistical analysis for medical devices. His portfolio includes Q‑Sub, 510(k), PCCP, IDE, De Novo, Breakthrough, and PMA submissions, with review experience across multiple Offices of Health Technology (OHTs) and both therapeutic and diagnostic technologies.
Before joining FDA, Dr. Liao spent over a decade at Boston Scientific Corporation, working primarily at the company’s global headquarters in Massachusetts while frequently traveling to Minnesota and making seasonal international trips to Japan, China, and India. He advanced from Senior Biostatistician to Manager and ultimately Fellow in Clinical Biostatistics, leading clinical study design strategy; managing in‑house statisticians, external consultants, and CROs; and supporting due‑diligence activities for corporate purchase and acquisition decisions.
Earlier in his career, Dr. Liao served as a Statistical Analyst at the Harvard Clinical Research Institute (HCRI), an academic CRO. He holds a Ph.D. in Biostatistics and an M.S. in Actuarial Science from Boston University, and a B.S. in Mathematics from Tunghai University.
石菽蕙 Sophie Shih
Sophie Shih is a Senior Budget Officer and System Accountant at the U.S. Department of Health and Human Services (DHHS), where she specializes in Congressional Budget formulation and budget execution. In this role, she oversees complex federal budgeting processes, ensuring compliance, fiscal integrity, and effective stewardship of public funds.
Ms. Shih brings more than 20 years of progressive leadership experience in finance and accounting across globally recognized corporations. Her international professional background includes positions with Hewlett-Packard (HP) in Palo Alto, California; The Coca-Cola Company; and Taiwan Semiconductor Manufacturing Company (TSMC) in the Hsinchu Science and Industrial Park, Taiwan. Throughout her career, she has demonstrated expertise in financial management, corporate finance operations, and cross-functional leadership within multinational environments.
Beyond her professional responsibilities, Ms. Shih is actively engaged in community service. She has played a key role in organizing initiatives for the IHS/DHHS Asian Pacific Islander Committee and has served as a volunteer at Shady Grove Hospital. While working in Taiwan, she also volunteered with the Good Liver Foundation, supporting public health outreach efforts.
Ms. Shih earned her B.S. in Business Administration, graduating cum laude honor, and later completed her MBA at Drexel University, where she was inducted into both Beta Gamma Sigma and Alpha Iota Delta honor societies. She was honored to receive the Quarterly Office of Finance and Accounting (OFA) Award at the IHS, DHHS, in recognition of her commitment to excellence in federal financial management.
In her personal time, Ms. Shih enjoys singing in choir, watching movies, and traveling.
黃 秀 媚 Vicky Huang
Vicky Huang had a 30-year career in software development, with leadership roles at Nasdaq, Thomson Reuters, and Citigroup. She earned her MS in Computer Science from the University of Minnesota and a MA in Economics from National Taiwan University. In her spare time Vicky enjoys dancing, traveling and pickleball.

楊 偉 昌 Wei-Chang David Yang, Ph.D.
Wei-Chang David Yang is a Materials Research Engineer at the National Institute of Standards and Technology (NIST), where he leads the metrology program in environmental transmission electron microscopy (ETEM). His work focuses on developing reliable, real-time measurement methods to understand how advanced materials behave under realistic operating conditions. These capabilities support critical and emerging technologies, including semiconductors, advanced functional materials, and catalysis, by providing the scientific foundations for meaningful benchmarking, validation, and future standards.
Dr. Yang earned his B.S. and M.S. degrees in Materials Science and Engineering from National Tsing Hua University, Taiwan, and his Ph.D. in Materials Engineering from Purdue University. He has published widely in leading scientific journals and is an active mentor and leader in professional societies. He is a recipient of the American Vacuum Society's Early Career Award for pioneering multimodal TEM approaches to reveal complex material behavior.
As a CAPA board member, Dr. Yang is committed to supporting students and early-career professionals through mentorship, career guidance, and purposeful networking. He aims to strengthen pathways that connect members with experienced professionals, expand access to career development resources, and ensure CAPA programs provide tangible value at key stages of professional growth.
楊靜芬 Jane Yang
Jane Yang has over 25 years of experience in pension investment, private equity investment, projects financing, corporate strategic pl anning and enterprise risk management, and through volunteering, non-profit organization’s operation. Analytics savvy with interpersonal, managerial, and negotiation skills, she has both buy and sell side experience with Wilshire Associates, Goldman Sachs, the World Bank, the Columbia Energy Group, CEE, Abacus Partners, U.S. Department of the Treasury, and currently, U.S. Pension Benefit Guaranty Corporation (PBGC).
At PBGC, Jane works as the Pension Valuation Specialist focusing on the valuation of hard-to-value assets in the PBGC-trusteed pension plans. She was also in the PBGC Leadership Pilot Program for special agency-wide projects formulating strategy and policy.
Beside her regular work, Jane has been a long-time community service volunteer - she currently serves on the Board of Chinese Culture and Community Service Center (CCACC). CCACC has 42 years of community service history with CCACC Healthcare, CCACC Academy, Home Care, Adult DayCare, CCACC Sport, and CCACC Art Gallery. Jane was actively involved at the Federal Asian Pacific American Council (FAPAC) and was elected as the VP of Finance to serve the FAPAC community. She volunteered at Association for Federal Enterprise Risk Management (AFERM) at the Board’s Finance and Audit Committee. Jane served as the President of CTUAAA (her alma mater) Washington DC Chapter and still serves as the President of NCTU-DC chapter. She was the Treasurer at the Thomas Jefferson High School Partnership Fund. She volunteered teaching Taichi for health in various communities for over 10 years. She was an Odyssey of the Mind (OM) MD-DC state judge, and an official at the OM World Finals. She was a Parent Connector at MIT. Fun fact: Jane is passionate in helping honeybee and Monarch butterfly. She also volunteers at her church choir.
Jane holds the charter of Chartered Financial Analyst (CFA). She is a Certified Risk Management Professional (RIMS-CRMP). She successfully completed the Wharton Executive Development Program. Jane earned her Bachelor of Science in Transportation Engineering and Management Science from National Chiao Tung University, and an MBA from University of California, Riverside. She was awarded the Honorary Citizen of the City of Riverside, California.
Jane is looking forward to contributing to the mission and various program initiatives of CAPA.
李 偉 智 Adam Lee, Ph.D.
Dr. Woei-jyh (Adam) Lee received BSE degree from the National Taiwan University, MS degree from the Courant Institute at New York University, and PhD degree from the University of Maryland at College Park (UMD). He worked on distributed objects and fault tolerance at the AT&T Labs - Research in 1997. He focused on network software and management at the Bell Laboratories Research from 1998 to 2000. He visited the University of Southern California specializing in continuous media streaming and multimedia networking from 2002 to 2003.
He contributed in protein domain parsing and boundary prediction at the National Cancer Institute (NCI), National Institutes of Health (NIH) from 2004 to 2005. He was a fellow focusing on human genetics and genomics at the National Center for Biotechnology Information, National Library of Medicine, NIH from 2009 to 2012. He became a special volunteer working on computational modeling for cancer progression and metastatic at the NCI, NIH from 2012 to 2013. He was also affiliated with the Center for Bioinformatics and Computational Biology and the Institute for Advanced Computer Studies at UMD.
He is currently a faculty of Information Systems at the Robert H. Smith School of Business at UMD since 2012. His research interests include information integration, data management and mining, literature-based discovery, performance simulation and evaluation, bioinformatics and computational biology, human genomics and genetics, and cancer biology. He has two US Patents and is a member of the ISCB, the IAENG, and the CAPA.
潘 志 中 Charlie Pan, M.S.
Charlie Pan received his MS degree in Civil Engineering from National Taiwan University and MS degree in Computer Science from University of Minnesota. He currently is the president of the National Taiwan University Alumni Chorus in DC 華府台大校友合唱團.
