蘇 信 成 Philip Su, Ph.D.
Dr. Philip S. Su (蘇信成) is a Lead Scientific Analyst at Science Systems and Applications, Inc. (SSAI), located in Lanham, Maryland since 2010. He is a senior team member of the Atmosphere Product and Evaluation and Test Element (PEATE) for the NPOESS Preparatory Project (NPP). The Atmosphere PEATE provides science and software support to the NPP Ozone Mapping and Profile Suite (OMPS) instrument.
He worked with several NASA Langley Research Center’s projects in Hampton, Virginia from 1995 to 2010. His main contribution was in the areas of space mission flight vehicles analysis, space launch vehicles analysis and high speed civil transport vehicle analysis.
He serves as the president of the Chung Yuan Christian University (CYCU) Alumni Association in the great Washington DC area since 2014. He also serves as a board member of the subdivision community Home Owners Association (HOA) since 2016. He served as the president of the Tidewater Chinese School in Newport News, Virginia for 3 years.
He received his Ph.D. degree in Mechanical Engineering from Georgia Institute of Technology. He received his M.S. degree in Mechanical Engineering from Southern Methodist University. He received his B.S. degree in Mechanical Engineering from Chung Yuan Christian University.

鄧 中 柱 Chung-Chu Deng, Ph.D.
Dr. Chung-Chu Teng (鄧中柱) is the Division Chief of National Oceanic and Atmospheric Administration’s (NOAA) Center for Operational Oceanographic Products and Services’ (CO-OPS) Engineering Division. Prior to joining CO-OPS, he has worked for NOAA’s National Data Buoy Center as the Observing Systems Branch Chief, Chief Engineer, and Program Manager for 22 years. He also has been an adjunct professor at the Marine Science Department of University of Southern Mississippi since 1995, where he taught several graduate courses and served on many graduate committees.
Dr. Teng has authored more than 70 technical and scientific papers and numerous technical reports in the area of ocean science, engineering, and technology. He is serving and served on many national and international advisory or technical committees. He has made numerous presentations at various conferences, meetings, and workshops. Dr. Teng is a registered Professional Engineer and holds a U.S. Patent on an ocean surface wave measurement system.
Currently, Dr. Teng is a board director of the Chinese Culture and Community Service Center (CCACC). He was the President and a board director of the Chinese-American Oceanic and Atmospheric Association which has more than 600 members in U.S., Taiwan, China, Hong Kong, and several other countries. He was the President and continues to serve as a board director of the National Cheng-Kung University (NCKU) Alumni Association in the Great Washington DC area. In 2013, he received the Outstanding Alumni award from the NCKU Alumni Association in North America.
Dr. Teng received his M.S. and Ph.D. degrees in ocean engineering from Oregon State University. He received his B.S. degree in hydraulics and ocean engineering from National Cheng-Kung University.

翁 毓 廷 Yu-Ting Weng, Ph.D.
Dr. Yu-Ting Weng works at FDA as a Chemistry Manufacturing and Controls (CMC) statistical reviewer to review biosimilar investigation new drug application and biologics license applications primarily towards the CMC assessment.
At the same time, he assists chemists or pharmacists with new drug application consultation and proposes new statistical methods for analytical biosimilarity and CMC related topics. He received a Ph.D. in Biostatistics (2014) and a Master of Applied Statistics (2010) from University of Pittsburgh.
Additionally, he serves as a journal reviewer for Statistics in Medicine, Pharmaceutical Statistics, Journal of Biopharmaceutical Statistics, and Statistics in Biopharmaceutical Research.

涂 倉 維 William Tu, Ph.D.
Dr. William Tu is a biomedical scientist in Radiology and Imaging Sciences at the National Institutes of Health (NIH) Clinical Center. Dr. Tu received his B.S. and M.S. degree in Hydraulic Engineering at National Cheng Kung University and Ph.D. degree in Mechanical Engineering at Washington University in St. Louis.
Dr. Tu’s research interest is on the development of novel imaging technology for the detection of brain and spinal cord diseases, such as stroke, multiple sclerosis, spinal cord injury and traumatic brain injury (TBI). Dr. Tu has developed a multi-disciplinary analytical approach combining noninvasive imaging technologies, including MRI, positron emission tomography (PET) and pulsed focus ultrasound, in cooperation with trauma biomechanics, immunohistochemistry, behavioral analysis, molecular and cellular proteomic analysis to tackle the pathophysiology of brain trauma and diseases. His research on the development of imaging biomarkers bridges the radiological finding to the fundamental pathophysiology of TBI that can lead the best therapeutic intervention for the trauma patients.
Dr. Tu is the Young Investigator Awards winner of the Missouri Spinal Cord Injury Research Program in 2010. His current work on the development of Chemical Exchange Saturation Transfer (CEST) MRI for imaging the metabolic depression in TBI has been awarded Summa Cum Laude from the International Society of Magnetic Resonance Imaging in Medicine (ISMRM) and World Molecular Imaging Congress (WMIC). Dr. Tu received funding from the Center for Neuroscience and Regenerative Medicine (CNRM), his research has been published in the peer-reviewed journals including Annals of Neurology, J Neurotrauma, Brain, Neuroimage, MRI, JNEN and NMR Biomedicine.

鄧 德 成 Apollo Teng
Apollo Teng is currently the Geographic Information Systems (GIS) Manager with the Montgomery County Government. He started the management position with GIS, a division of the Department of Technology Services, in January 1993; and in 2006, received the Award for Exceptional Service along with three co-workers. Mr. Teng has also taught part-time at Columbia University (Statistical Methods for Planners), Alabama A&M University (Quantitative Methods and GIS), and Montgomery College (Introduction to GIS). Mr. Teng is a member of the American Society for Photogrammetry and Remote Sensing (ASPRS). He held three positions with the APRS Potomac Region (1,000 members): Secretary/Treasurer (1996), Vice President (1997), and President (1998). The Potomac Region was selected by the ASPRS ExecCom as Region of the Year for 1998.
Mr. Teng was CAPA Secretary for 2007 and VP for 2008. He holds degrees of Bachelor of Architecture (1965) from Chung Yuan University, Taiwan; Master of City Planning (1972) from MIT; and is an “ABD” (All But Dissertation) from Columbia University, New York City. Mr. Teng attended the 1973 中華民國國建會and the 第二屆北美華人學術研討會, (俗稱「海外國建會」，1987 年在 Houston 舉行).
“Apollo” used to be his pen name. He used it while applying for his ROC passport and US visa back in the 1970’s and the name has stuck with him ever since. Mr. Teng is married to Lily Huang (黃麗梅).

萬 宜 生 Edward Wan, Ph.D.
Edward Wan, PhD is the 2013 CAPA Sr. Advisor. Previously, he also served as the 2010 and 2012 CAPA Sr. Advisor and was the 2011 CAPA President. In 2010, he help prepared a winning proposal to secure $13 k funding from the National Science Council in Taiwan to finance a successful 2010 CAPA Annual Symposium, in which he also played the role of Chairperson for organizing an Energy Session. During his tenure as the 2011 CAPA President, he was instrumental to raise $18k to fund the publication of a CAPA 36th Anniversary Commemorating Book. In 2012, he served as the overall coordinator to organize the first “Asian Job Fair” which was supported by CAPA and four other Chinese American community organizations (i.e. MJ-DC, OCA-Dc, CCACC and TCCGW). Again, in February 2013, he served as the principal organizer for a successful Asian “Internship Seminar”, which was supported by the same five organizations plus TECRO and TSA. For the past three decades, Dr. Wan has been actively involved with several Chinese and American organizations including serving as the first treasurer of the Gaithersburg Chinese School and the past President of Chien Chun Alumni Association (CCAA) during 2009-2010. He supported the equal rights and justice for all Asian Americans and was the past President of OCA-DC and an Executive VP of OCA National. He also served on the Board of Leadership Montgomery and currently is a member of Board of Visitors at the University of Maryland. Professionally, Dr. Wan has been engaged in energy & environmental consulting business for over 35 years.
He was the founding President of STR Pacific Corporation, an international energy and environmental consulting company, which has done businesses in the US, Taiwan and China. Prior to starting his own company, he worked for Bechtel, SAIC, and MITRE Corporation. Dr. Wan received BS from Chun Yuan University and Ph.D. from the University of Maryland, all in Chemical Engineering.

張 景 杰 George Chang, Ph.D.
Dr. Chang is a veterinarian, veterinary pathologist, veterinary pharmacologist, and toxicologist by training and a self-trained bioanalytical chemist. From 2008-2012, Dr. Chang serves as a regulatory safety reviewer at the Division of Animal Feeds, Office of Surveillance and Compliance, Center for Veterinary Medicine (CVM), US Food and Drug Administration, responsible to regulate and review safety of the use of new animal-feed ingredients and assessed the health hazard of incidences of adulteration and/or misbranding of animal feed products in the US. In June 2012, he joined the oncology drug review team of the Center for Drug Evaluation and Research (CDER) of FDA to assist with the premarket, nonclinical safety/efficacy review of candidate cancer drugs. Before joining the Federal government in 2008, Dr. Chang had directed development of biomedical products in biopharmaceutical industry, interacted with FDA, and launched clinical trials; assisted in building toxicogenomics database in bioinformatic industry for predicting safety of candidate new chemical entities; and managed contract research projects/programs and directed non-clinical safety studies within contract research industry.
Dr. Chang earned his veterinary medicine degree from the National Taiwan University (Taiwan, ROC), his first MS in veterinary pathology from University of Minnesota (St. Paul, MN), and his second MS and his PhD degrees in veterinary physiology/pharmacology from The Ohio State University (Columbus, OH). He spent three years afterward conducted postdoctoral research at a Wake Forest University/RJR Tobacco joined Leon Golberg Fellowship program (Winston-Salem, NC).
Dr. Chang is the inaugural and current Chair for the Biomed/Biotech Special Interest Group (SIG) of Section 509 (DC and Central MD) of the American Society for Quality , the President of the Chinese American Professional Association of Metropolitan DC (www.capadc.org), and the Vice President for Biomed/Biotech SIG of the Monte Jade Science and Technology Association for the Greater Washington.

莊 德 茂 De-Maw Chuang, Ph.D.
Dr. Chuang is the Chief of the Molecular Neurobiology Section of the Intramural Research Program, National Institute of Mental Health, National Institutes of Health in Bethesda, Maryland. He received his B.S. degree from National Taiwan University School of Pharmacy, and Ph.D. degree from the Molecular and Cellular Biology Program, State University of New York at Stony Brook. He did his postdoctoral training at the Roche Institute of Molecular Biology in Nutley, New Jersey.
Dr. Chuang’s current research centers on the neurobiology of mood stabilizing drugs, notably lithium, valproic acid and lamotrigine, which are used to treat bipolar mood disorder. His pioneering work demonstrated that treatment with lithium robustly protects cultured CNS neurons from glutamate-induced NMDA-receptor-mediated excitotoxicity, which has been implicated in a variety of neurodegenerative and neuropsychiatric diseases. His recent research provided evidence that lithium and valproic acid, by inhibiting glycogen synthase kinase-3 (GSK-3) and histone deacetylases (HDACs), respectively, elicited neuroprotective, neurotrophic, anti-inflammatory and mood stabilizing effects, among others. His laboratory also reported the downstream mechanisms mediating these actions. His past and current work shows that lithium and valproic acid have beneficial effects in multiple animal models of neurodegenerative and neuropsychiatric disorders. His research goal is to explore the possibility that mood stabilizers have utility in treating neurodegenerative diseases in addition to bipolar disorder.
Dr. Chuang has received many honors and awards, including the NIH Director’s Award in 1997 in recognition of "his superb leadership and innovative research which advances the understanding of basic mechanisms involved in neurodegenerative and neuropsychiatric disorders". He is the recipient of the 2002 NARSAD Distinguished Investigator Award. He was also inducted into the Academia Sinica in Taiwan in 2006. He received the NIMH Director’s Mentor Award in 2010, and the NIMH Intramural Research Program Outstanding Mentor Award in 2011, and honored as a Distinguished Alumnus of National Taiwan University in 2012. Dr. Chuang is an Adjunct Professor of Psychiatry and Neuroscience at the Uniformed Services University of the Health Sciences in Bethesda, and a member of many scientific societies including the ACNP, FASEB and the Society for Neuroscience. He has published over 250 scientific articles in peer-reviewed journals including PNAS, Science, Nature Medicine, J Neuroscience, Mol Psychiatry, J Biol Chem, Trend in Neurosciences, Annual Review of Pharmacology and Toxicology, and Pharmacological Reviews.

李 偉 智 Adam Lee, Ph.D.
Dr. Woei-jyh (Adam) Lee received BSE degree from the National Taiwan University, MS degree from the Courant Institute at New York University, and PhD degree from the University of Maryland at College Park (UMD). He worked on distributed objects and fault tolerance at the AT&T Labs - Research in 1997. He focused on network software and management at the Bell Laboratories Research from 1998 to 2000. He visited the University of Southern California specializing in continuous media streaming and multimedia networking from 2002 to 2003.
He contributed in protein domain parsing and boundary prediction at the National Cancer Institute (NCI), National Institutes of Health (NIH) from 2004 to 2005. He was a fellow focusing on human genetics and genomics at the National Center for Biotechnology Information, National Library of Medicine, NIH from 2009 to 2012. He became a special volunteer working on computational modeling for cancer progression and metastatic at the NCI, NIH from 2012 to 2013. He was also affiliated with the Center for Bioinformatics and Computational Biology and the Institute for Advanced Computer Studies at UMD.
He is currently a faculty of Information Systems at the Robert H. Smith School of Business at UMD since 2012. His research interests include information integration, data management and mining, literature-based discovery, performance simulation and evaluation, bioinformatics and computational biology, human genomics and genetics, and cancer biology. He has two US Patents and is a member of the ISCB, the IAENG, and the CAPA.

林 雄 生 Alven Lam, Ph.D.
Dr. Alven Lam (林雄生) is Director of International Markets at Ginnie Mae, the United States Department of Housing and Urban Development (HUD) in Washington D.C. He is responsible for developing and implementing international investors strategic engagement plan outreaching to Ginnie Mae’s overseas stakeholders including private and public institutions with direct and indirect decision making authorities to the investments of US$1.5 trillion GNMA securities.
Mr. Lam served as Director of International Research at HUD from 2002 to 2013. In 2001, he managed the U.S.-China Housing Initiative, a Presidential bilateral collaboration between HUD and the Chinese Ministry of Housing and Urban-Rural Development with the focuses on finance and building technology. He developed international collaboration projects with United Nations Habitat Program, Asia Pacific Economic Cooperation, and the Governments of Spain, Mexico, Canada, Uganda, Ghana, El Salvador, Japan, Korea, and other multilateral banks and international organizations.
He has served in the U.S. delegations the UN-Habitat Governing Council, UN Commission on Sustainable Development, UN Commission for Population, and the World Urban Forum in Spain, Canada, and Brazil. Since 2010, Mr. Lam has been actively participated in the Energy Work Group within the Asia Pacific Economic Cooperation (APEC) and has served on the U.S. Delegation to Tianjin, China, San Francisco, Kaohsiung, Chinese Taipei on low-carbon city projects. Within the APEC framework, he has also developed a U.S.-Chinese Taipei collaboration project on knowledge sharing platform to support President Obama’s Energy Smart Community Initiative (ESCI) in Asia.
Prior to joining HUD, Mr. Lam was research fellow at the Lincoln Institute of Land Policy in Cambridge, Massachusetts. Mr. Lam received B.S. degree from National Cheng Kung University, Master’s degree from Ohio State University, and a doctoral degree from Harvard University Graduate School of Design.

葉 人 豪 David Yeh, Ph.D.
Dr. Jen-Hao Yeh is a physical researcher in the field of superconducting quantum computing. He currently works as a Postdoctoral Associate in the Laboratory for Physical Sciences, and his research focus is on thermalization of superconducting quantum devices in an ultra-cold (< 0.1 K) environment. He also has solid knowledge in microwave engineering with expertise in statistical electromagnetism and wave chaos. He received his PhD degree in Electrical and Computer Engineering at the University of Maryland, College Park in 2013 and Bachelor of Science in Electrical Engineering and Physics (double major) at National Taiwan University in 2006.
He was also the President of National Taiwan University Alumni Association in the Washington-Baltimore Area in 2014 and a member of Chinese-American Professionals Association of Metropolitan Washington, D. C. since 2013.
魏 至 軒 Chih-Hsuan Wei, Ph.D.
Dr. Chih-Hsuan Wei is currently a research fellow at the National Center for Biotechnology Information (NCBI) in National Institutes of Health (NIH). He received his M.S. degree from the National Tainan University, Taiwan, R.O.C. in 2007. He received his Ph.D. degree in Computer Science from the National Cheng-Kung University, Taiwan, R.O.C. in 2013. In 2013, he obtained Ph.D. dissertation awards in three computer science related categories (i.e., Natural Language Processing, Artificial Intelligence, Information & Computing Machinery) from the Taiwan scientific societies for his excellent performance of the Ph.D. dissertation.
Dr. Wei has authored/co-authored over 40 peer reviewed scientific articles, conference/workshop papers in journals such as Nucleic Acids Research, Bioinformatics, PLoS ONE, BMC Bioinformatics, and Database (Oxford) journals, and reviewed 20 journal/conference papers. He is a very active researcher in biomedical text mining category. He obtained excellent performances in BioCreative and BioASQ biomedical text mining competitions several times and developed several powerful and useful systems which are widely used around the world. Until present, his works has been cited over 500 times. His research interests are bioinformatics, text mining, data mining and machine learning fields.
沈 芳 敏 Charlie Sheen, Ph.D.
After receiving his PhD in genetics, he did seven-year postdoctoral research in Drosophila and human genetics. He started working for the biotech company Promega for 12 years as technical service scientist and field application specialist.
He also spent three years in a Taiwan biotech company as R&D and Marketing Director.
潘 志 中 Charlie Pan, M.S.
Charlie Pan received his MS degree in Civil Engineering from National Taiwan University and MS degree in Computer Science from University of Minnesota. He currently works for NASDAQ as a senior system specialist.
