嚴 哲 仁 Robert Yan
Mr. Robert Yen is an IT Project Manager at US General Services Administration, in the Office of CIO, since 2005. His current professional responsibilities include program management, IT policy and procedures development and review, and IT system development and maintenance. Prior to public services, Mr. Yen has more than sixteen years of working experiences in private IT industry, at various capacities, including Java Web architect, software architect, and software engineer.
In addition to his professional career, Mr. Yen volnteered himself and involved in various local community services. He served as the president of Washington Area Chinese Tennis Association (WACTA) in 2008 and 2009. In his terms, he promoted youth tennis programs within local Chinese community, and built closer tie with US Tennis Association (USTA). Until now USTA still supports WACTA youth programs with various grants and funds to continue to promote local youth tennis.
In 2011, Mr. Yen served as a board member, of NTUAA-DC, and the president, in 2012. The primary focuse of his interests during this period, in addition to basic alumni functions, was to promote intra-organizational connections among several Taiwanese alumni organizations. He also continued to promote professional/career networking between senior alumni and young alumni.
Mr. Yen received his second MS in Computer Science, from ODU, Norfolk VA, in 1989; and his first MS in Food Science, from Clemson University, Clemson SC, in 1987. He received his bachelor degree in Animal Husbandry, from National Taiwan University, in 1984.
王 宗 岳 Tom Wang, Ph.D.
Dr. Wang received his B.S. from Fu-Jen University, M.S. and Ph.D. from the University of California, Davis. He continued his training on molecular biology as postdoctoral fellow at Biochemistry Department, Purdue University. After his postdoctoral training, he joined the Laboratory of Nutritional and Molecular Regulation, National Cancer Institute as tenure-track Investigator to work on molecular aspect of cancer prevention. He was recruited in 1999 to join Beltsville Human Nutrition Research Center (BHNRC), ARS, USDA as Research Chemist to develop a program on diet and chronic disease prevention. Dr. Wang currently serve as Research Leader of Diet, Genomics and Immunology Laboratory, BHNRC and Lead Scientist on a USDA appropriate project title “Molecular and Cellular Bases of Health-promoting Food Components in Prevention of Chronic Diseases”. Dr. Wang has more than 70 peer reviewed manuscripts and book chapters.
Dr. Wang serves as special member of the Nutrition graduate program at University of Maryland, College Park and mentor M.S. and Ph.D. students. Dr. Wang also has adjunct associate professor appointment with Bloomberg School of Public Health, Johns Hopkins University. Dr. Wang also serves on editorial board of the journals Food and Nutrition Sciences, Food Sciences and Nutrition.
李 成 蕊 Ruth Lee, Ph.D.
Dr. Ruth Lee was born and raised in HsinChu Taiwan. She graduated from HsinChu Girls High School and then from National Chung-Hsing University in Taichung, Taiwan with a major in Plant Pathology. Dr. Lee completed her Ph.D. in the same discipline on plant virus purification and in vitro plant virus infection mechanisms at the University of Massachusetts at Amherst, MA.
Dr. Lee was the first to be able to purify Rice Transitory Yellowing Virus (RTYV), a Rhabdovirus, in Taiwan while working at Academia Sinica at Nangang, Taiwan. Her professional career was in the Immunodiagnostic field on human diseases and allergens. She developed and commercialized Human Herpesvirus 6 (HHV-6) IgG antibody ELISA and Human Herpesvirus 8 (HHV-8 or KSHV) ORF73 latent antigen IgG antibody ELISA. She also collaborated, domestically and internationally, with researchers from UNC Chapel Hill, UCSF, Brigham Young Women’s Hospital in Boston, University College London in England, and Ben-Gurion University of the Negev, Beer Sheva in Israel on epidemiological studies of the role HHV-8 plays in Kaposi Sarcoma (KS) with or without acquired immune deficiency syndrome (AIDS) and on the role HHV-6 plays in Chronic Fatigue Syndrome (CFS). She served her last post as the quality control manager for Calypte Biomedical. The Calypte team was developing a low cost rapid test, which did not require refrigeration, for Human Immunodeficiency Virus (HIV). This rapid test proved to meet the vast demands for HIV testing in the poorer HIV epic centers such as South and Southeast Asia and sub-Saharan Africa where refrigeration facilities were extremely scarce.
Dr. Lee has volunteered in school PTAs and various community organizations. She is a firm believer of helping people in need and giving back to the community.
李 偉 智 Adam Lee, Ph.D.
Dr. Woei-jyh (Adam) Lee received BSE degree from the National Taiwan University, MS degree from the Courant Institute at New York University, and PhD degree from the University of Maryland at College Park (UMD). He worked on distributed objects and fault tolerance at the AT&T Labs - Research in 1997. He focused on network software and management at the Bell Laboratories Research from 1998 to 2000. He visited the University of Southern California specializing in continuous media streaming and multimedia networking from 2002 to 2003.
He contributed in protein domain parsing and boundary prediction at the National Cancer Institute (NCI), National Institutes of Health (NIH) from 2004 to 2005. He was a fellow focusing on human genetics and genomics at the National Center for Biotechnology Information, National Library of Medicine, NIH from 2009 to 2012. He became a special volunteer working on computational modeling for cancer progression and metastatic at the NCI, NIH from 2012 to 2013. He was also affiliated with the Center for Bioinformatics and Computational Biology and the Institute for Advanced Computer Studies at UMD.
He is currently a faculty of Information Systems at the Robert H. Smith School of Business at UMD since 2012. His research interests include information integration, data management and mining, literature-based discovery, performance simulation and evaluation, bioinformatics and computational biology, human genomics and genetics, and cancer biology. He has two US Patents and is a member of the ISCB, the IAENG, and the CAPA.

呂 學 明 Hseuh-Ming Tommy Lu, Ed.D.
Dr. Lu has been actively gathering and developing programs for Chinese community-based schools for many years. He works with Alliance of Heritage Program from CAL and featured his school, Chinese School of Delaware, in the Heritage Voice. He is interested in building a platform for all community-based schools using the community of practice approach so every community members can share and collaborate what they have learned and improve teaching and learning.
Tommy is currently serving as the Department Chair of Computer Information Systems at Delaware Technical Community College in Wilmington, Delaware. He is responsible for teaching, advising, and overseeing CIS, CNE (Computer Network Engineering), ISY (Information Security), and CSC (Computing & Information Science) programs along with several other school wide and campus wide committee assignments. When he served as a board member of Pencader Charter High School in New Castle, Delaware he provided assistance with the business curriculum and technology resources and assisted in developing Chinese language and culture programs. His advanced degree of education in curriculum design and education technology enabled him to continue providing a deeper understanding of the use of technology in operating a successful high school.
In addition to his computer teaching, Dr. Lu is actively involved with Chinese language teaching in the heritage school system in both teaching and administration positions. He has served as; a Chinese history teacher, a language teacher (8th, 9th, and 10th grade where most of his students received 5 on AP Chinese exam), a curriculum director where he developed and implemented aligned curriculum using ACTFL’s language proficiency levels for both heritage and non-heritage tracks, a vice principal, and now the principal of Chinese School of Delaware. Throughout the years, Dr. Lu has made several presentations at international, national, and regional conferences and local schools regarding his research of Chinese heritage schools. Recently, Dr. Lu has been invited to join Asia Society serve on the advisory board of Chinese Early Language and Immersion Network (CELIN) initiative. He is a member of American Council on the Teaching of Foreign Languages (ACTFL), co-chair of ACTFL HLSIG (Heritage Language Special Interest Group), a Chinese advocate for Center for Applied Linguistic (CAL), a member of Chinese Language Teachers Association (CLTA) and a member of Chinese Language Association of Secondary-Elementary Schools (CLASS). Dr. Lu has served in several regional and national Chinese heritage school organizations such as the past president of Association of Chinese Schools (ACS) and past president of National Council of Associations of Chinese Language Schools (NCACLS). He is also active in several community organizations such as Lions Club International.
Dr. Lu earned his Bachelor’s degree from National Chung-Hsin University, Taichung, Taiwan in 1979. When Dr. Lu pursued his master’s degree in Computer Science in Mississippi, he also joined The Association of Chinese American Professionals (美南國建會) and became one of the chairs in presidium of student chapter in 1985. Dr. Lu was inducted as a member of CAPA in 2013. He was conferred with doctor of education degree from University of Delaware in 2009 and his dissertation was about curriculum improvements on community-based Chinese schools.
林 伯 睿 Bor-Ruei (Ray) Lin, Ph.D.
Dr. Bor-Ruei (Ray) Lin was graduated from Agricultural Chemistry Department of National Taiwan University. He received his Ph.D. degree from Georgia State University in Biology. In his graduate study, he successfully applied the electrophysiological techniques, such as voltage clamp and patch clamp majored used in neuroscience filed, to measure the channel opening in E. coli membranes microinjected into frog’s oocytes and characterize the functions of the protein-conducting channels.
After his graduate study, Dr. Lin moved to the Washington D.C. area and works in Leidos Biomedical Research as a Post-doctoral Fellow. His projects are involved in human immunodeficiency virus type-1 in human T cells, Oct-1 protein regulation on human U6 promoter, and a tumor suppressor protein LZTLF1 function in immunosynapse and calcium signaling pathway. He has published many papers in highly competitive journals throughout his research career. Bor-Ruei is currently studying the MBA program in Johns Hopkins Carey Business School and combines his knowledge and background in biotechnology into the healthcare management concentrate.
In his spare time, Dr. Lin is actively volunteering in the Taiwanese community services in the Washington D.C. area. He has been participating the CAPA events for three years and assisted the Annual Symposium as an organizer. He became a CAPA member 2012 and continued his efforts in communicating and networking with the professionals in the D.C. region. He served in the board of director of National Taiwan University Alumni Association in the Washington-Baltimore Area as the treasurer and membership director, and also of Hakka Association in Washington Metropolitan Area as the secretory. He organized numerous events such as Dragon Boat Festival, tennis event, six-school picnic event, Hakka opera and crab festival for Mid-Autumn Festival in promoting the development of local Taiwanese Communities.

徐 惠 迪 Hei-Ti Hsu, Ph.D.
A graduate of Chung-Hsing University (B.S), the University of the Philippines (MS), and the University of Illinois (PhD), Dr. Hei-ti Hsu actively involved in plant virology and immunology research for 38 years. During this time, he has published more than 160 refereed journal articles, invited reviews, and book chapters on various aspects of plant virology and immunology including virus-vector interaction, virus characterization, virus and disease detection, monoclonal antibodies, and induced immunotolerance. His studies on vector cell monolayers set the standard for investigation of virus-vector interaction. He was the first to demonstrate synchronous infection of a plant rhabdovirus and the first to show cell fusion induced by a plant virus. He was a pioneer in the application of immunology in plant sciences demonstrating the first successful production of monoclonal antibodies to plant viruses in the United States. He introduced a unique and novel approach to inducing immunotolerance in neonatal mice to enhance production of hybridomas secreting target-specific antibodies. He also introduced a tissue blot immunological method for investigation of plant pathogens in infected tissues. His work on monoclonal antibodies enables the development of new, rapid, precise, and sensitive methods for detection of plant viruses. The identification of Cucumber mosaic virus and Tomato spotted wilt virus which previously required several hours can now be accomplished in just 10 to 20 minutes.
Dr. Hsu served on Editorial Boards for the American Phytopathological Society (Plant Disease from1980 to1982 and Phytopathology from 1988 to 1990) and three terms (1978-81; 1981-84; 1984-87) on the Plant Virus Subcommittee of the International Committee on Taxonomy of Viruses. He is recognized world-wide for his expertise on viral diseases of ornamental plants and as an international authority on utilization of monoclonal antibodies in plant sciences. He has been invited to participate in numerous national and international conferences, has organized symposia and workshops. He played an official role as a US collaborating scientist in several Taiwan COA-US Department of Agriculture research projects since the program was implemented in 1986. He has served as a consultant on United Nations-sponsored programs to the Ministry of Agriculture of the People's Republic of China, providing expert advice and guidance in establishing the Biotechnology Research Center in the Chinese Academy of Agricultural Sciences in Beijing, and in Asian Development Bank-sponsored programs to southeast Asia including the Philippines, India, and Malaysia. He has assisted international agricultural institutes including The International Rice Research Institute (IRRI), The International Institute for Tropical Agriculture (IITA), The Asian Vegetable Research and Development Center (AVRDC) and The International Crop Research Institute for the Semi-Arid Tropics (ICRISAT) in establishing hybridoma and monoclonal antibody research facilities and their scientists in conducting hybridoma research for crop improvements. Dr. Hsu was a visiting scientist (1990-91) at The National Agriculture Research Center, Tsukuba, Japan, twice a visiting Professor at National Chung-Hsing University (February-August, 1997, and again February-August, 2003), Taichung, Taiwan, and an Adjunct Professor of the University of Maryland (1986-1999), College Park, Maryland. Dr. Hsu is an Honorary Professor of the Chinese Academy of Agricultural Sciences (since 1986), Beijing, China and an Honorary Professor of Shanghai Landscape Research Institute (since 1999), Shanghai, China.

鄧 德 成 Apollo Teng
Apollo Teng is currently the Geographic Information Systems (GIS) Manager with the Montgomery County Government. He started the management position with GIS, a division of the Department of Technology Services, in January 1993; and in 2006, received the Award for Exceptional Service along with three co-workers. Mr. Teng has also taught part-time at Columbia University (Statistical Methods for Planners), Alabama A&M University (Quantitative Methods and GIS), and Montgomery College (Introduction to GIS). Mr. Teng is a member of the American Society for Photogrammetry and Remote Sensing (ASPRS). He held three positions with the APRS Potomac Region (1,000 members): Secretary/Treasurer (1996), Vice President (1997), and President (1998). The Potomac Region was selected by the ASPRS ExecCom as Region of the Year for 1998.
Mr. Teng was CAPA Secretary for 2007 and VP for 2008. He holds degrees of Bachelor of Architecture (1965) from Chung Yuan University, Taiwan; Master of City Planning (1972) from MIT; and is an “ABD” (All But Dissertation) from Columbia University, New York City. Mr. Teng attended the 1973 中華民國國建會and the 第二屆北美華人學術研討會, (俗稱「海外國建會」，1987 年在 Houston 舉行).
“Apollo” used to be his pen name. He used it while applying for his ROC passport and US visa back in the 1970’s and the name has stuck with him ever since. Mr. Teng is married to Lily Huang (黃麗梅).

李 敏 珠 Min-Chu Chen, M.S., R.Ph.
Min Chen is currently the Acting Director of the Division of Pharmacovigilance, Office of Surveillance and Epidemiology at the Food and Drug Administration in White Oak, Maryland. Prior to joining FDA, Ms. Chen practiced as a clinical pharmacist and joined the FDA over 25 years ago. Since then, she has been involved in all aspects of postmarketing safety activities and has led the withdrawal of numerous harmful drugs off the market. For the past 9 years, Ms. Chen has chaired international pharmacovigilance conferences with regulatory authorities from EMA, Canada, Australia, New Zealand and Singapore. She is an advisor to the Chinese American Professionals Association of Metropolitan DC (CAPA), consults to the Taiwan FDA on their regulatory process and has been a speaker at the World Health Organization.
She has received over 25 awards during her time at the FDA, including the highest citation award from the FDA Commissioner. In addition, Ms. Chen is only one of two Asian American women at the FDA at her position.
Ms. Chen is a graduate of the National Taiwan University College of Pharmacy, holds a Master of Science in Pharmacology from the National Taiwan University and a Pharmacy degree from the University of Missouri, Kansas City. She currently lives in Potomac, Maryland, has three adult children and is an avid tennis player.

吳 東 麟 Thomas Wu, Ph.D.
Dr. Wu received a B.S. in chemistry from National Taiwan University, a M.S. in chemistry from New Mexico Tech, and a Ph.D. in chemistry from University of Rhode Island. Dr. Wu worked for Smithsonian Institution at its Environmental Science Center as a research chemist. He then worked at Georgia Tech and came back to Maryland and worked in the University of Maryland system as a chemistry professor of Coppin State University.
Dr. Wu retired from his chemistry career in 2007. He has been active in community activities and served as 2008 president of CAPA.

萬 宜 生 Edward Wan, Ph.D.
Edward Wan, PhD is the 2013 CAPA Sr. Advisor. Previously, he also served as the 2010 and 2012 CAPA Sr. Advisor and was the 2011 CAPA President. In 2010, he help prepared a winning proposal to secure $13 k funding from the National Science Council in Taiwan to finance a successful 2010 CAPA Annual Symposium, in which he also played the role of Chairperson for organizing an Energy Session. During his tenure as the 2011 CAPA President, he was instrumental to raise $18k to fund the publication of a CAPA 36th Anniversary Commemorating Book. In 2012, he served as the overall coordinator to organize the first “Asian Job Fair” which was supported by CAPA and four other Chinese American community organizations (i.e. MJ-DC, OCA-Dc, CCACC and TCCGW). Again, in February 2013, he served as the principal organizer for a successful Asian “Internship Seminar”, which was supported by the same five organizations plus TECRO and TSA. For the past three decades, Dr. Wan has been actively involved with several Chinese and American organizations including serving as the first treasurer of the Gaithersburg Chinese School and the past President of Chien Chun Alumni Association (CCAA) during 2009-2010. He supported the equal rights and justice for all Asian Americans and was the past President of OCA-DC and an Executive VP of OCA National. He also served on the Board of Leadership Montgomery and currently is a member of Board of Visitors at the University of Maryland. Professionally, Dr. Wan has been engaged in energy & environmental consulting business for over 35 years.
He was the founding President of STR Pacific Corporation, an international energy and environmental consulting company, which has done businesses in the US, Taiwan and China. Prior to starting his own company, he worked for Bechtel, SAIC, and MITRE Corporation. Dr. Wan received BS from Chun Yuan University and Ph.D. from the University of Maryland, all in Chemical Engineering.

Dr. Y. Martin Lo is a well published food biopress engineer at the University of Maryland (UM) until 2012, with renowned research programs in value-added bioconversion of food and agriculture byproducts as well as development of food safety strategies. His research interests include intervention strategies for microbial control in fresh cut and processing facilities, recovery of protein from tobacco for non-smoking applications, reduction of trans fatty acids in food, creation of soy-based products for humanitarian purposes, assessment of nano-safety in food, and fermentation optimization. Dr. Lo has a special contract with UM as a scientist devoting his efforts towards helping developing countries. Dr. Lo is also the Editor-in-Chief of the Journal of Food Processing and Preservation, a position he has held since 2007.
Dr. Lo is the Process Authority for the state of Maryland and has helped regional food companies and the farming communities develop new quality products. He served as the President of the Chinese American Food Society and the Chair of Food Engineering Division in the Institute of Food Technologists (IFT), and was selected as a Distinguished Lecturer for IFT. Dr. Lo serves as the Maryland Food Safety HACCP Coordinator for USDA-FSIS and is one of the leading instructors for the Commercially Sterile Packaged Foods (CSPF) international training program for the Joint Institute of Food Safety and Applied Nutrition (JIFSAN) while serving as a trainer for international workshops on Good Agriculture Practices (GAPs).

莊 德 茂 De-Maw Chuang, Ph.D.
Dr. Chuang is the Chief of the Molecular Neurobiology Section of the Intramural Research Program, National Institute of Mental Health, National Institutes of Health in Bethesda, Maryland. He received his B.S. degree from National Taiwan University School of Pharmacy, and Ph.D. degree from the Molecular and Cellular Biology Program, State University of New York at Stony Brook. He did his postdoctoral training at the Roche Institute of Molecular Biology in Nutley, New Jersey.
Dr. Chuang’s current research centers on the neurobiology of mood stabilizing drugs, notably lithium, valproic acid and lamotrigine, which are used to treat bipolar mood disorder. His pioneering work demonstrated that treatment with lithium robustly protects cultured CNS neurons from glutamate-induced NMDA-receptor-mediated excitotoxicity, which has been implicated in a variety of neurodegenerative and neuropsychiatric diseases. His recent research provided evidence that lithium and valproic acid, by inhibiting glycogen synthase kinase-3 (GSK-3) and histone deacetylases (HDACs), respectively, elicited neuroprotective, neurotrophic, anti-inflammatory and mood stabilizing effects, among others. His laboratory also reported the downstream mechanisms mediating these actions. His past and current work shows that lithium and valproic acid have beneficial effects in multiple animal models of neurodegenerative and neuropsychiatric disorders. His research goal is to explore the possibility that mood stabilizers have utility in treating neurodegenerative diseases in addition to bipolar disorder.
Dr. Chuang has received many honors and awards, including the NIH Director’s Award in 1997 in recognition of "his superb leadership and innovative research which advances the understanding of basic mechanisms involved in neurodegenerative and neuropsychiatric disorders". He is the recipient of the 2002 NARSAD Distinguished Investigator Award. He was also inducted into the Academia Sinica in Taiwan in 2006. He received the NIMH Director’s Mentor Award in 2010, and the NIMH Intramural Research Program Outstanding Mentor Award in 2011, and honored as a Distinguished Alumnus of National Taiwan University in 2012. Dr. Chuang is an Adjunct Professor of Psychiatry and Neuroscience at the Uniformed Services University of the Health Sciences in Bethesda, and a member of many scientific societies including the ACNP, FASEB and the Society for Neuroscience. He has published over 250 scientific articles in peer-reviewed journals including PNAS, Science, Nature Medicine, J Neuroscience, Mol Psychiatry, J Biol Chem, Trend in Neurosciences, Annual Review of Pharmacology and Toxicology, and Pharmacological Reviews.

吳和仁 Herren Wu, Ph.D.
Dr. Herren Wu is Vice President of R&D, Global Head of Antibody Discovery and Protein Engineering in MedImmune, the global biologics R&D arm of AstraZeneca. In this position, he is responsible for global technology, antibody discovery, antibody/protein engineering, therapeutic peptides, protein scaffolds, protein sciences, and structural biology. He leads a global organization of ~200 scientists. He was also the founding department head for Biosuperiors R&D and led this organization for three years (2010-2013). He is actively involved in developing MedImmune's clinical- and preclinical-stage product candidates for infectious diseases, cancers, autoimmune diseases, inflammation, respiratory diseases, CV/metabolic diseases and CNS/pain. In addition, he also has the responsibility in co-leading MedImmune’s Asia biologics R&D strategy.
Dr. Wu has about 20-year experience in antibody/protein drug discovery and development. He started as Director, Protein Engineering and Structure in MedImmune in 2002. He was promoted to Senior Director, Head, Antibody Discovery and Protein Engineering in 2004 and Vice President in 2007. Prior to joining MedImmune, he served as Head, Molecular Biology Department at Tanox, Inc. (acquired by Genentech in 2007). Before joining Tanox, he held a variety of research positions up to Associate Director, Antibody Engineering and Discovery at Applied Molecular Evolution (now a subsidiary of Eli Lilly & Co.). He is the recipient of the Senior Technology Fellow Emerald Honors award presented at the 2006 Minorities in Research Science Conference. He is also an inventor on 39 issued patents and 36 patent applications related to antibody/protein therapeutics and technologies
Dr. Wu received his bachelor’s degree (1986) in chemistry from the National Taiwan University and his doctorate (1993) in molecular and cellular biology from the University of Massachusetts, Amherst. He completed his postdoctoral training (1995) at The Scripps Research Institute in La Jolla, California.
沈 芳 敏 Charlie Sheen, Ph.D.
After receiving his PhD in genetics, he did seven-year postdoctoral research in Drosophila and human genetics. He started working for the biotech company Promega for 12 years as technical service scientist and field application specialist.
He also spent three years in a Taiwan biotech company as R&D and Marketing Director.
潘 志 中 Charlie Pan, M.S.
Charlie Pan received his MS degree in Civil Engineering from National Taiwan University and MS degree in Computer Science from University of Minnesota. He currently works at NASDAQ as a senior system specialist.
He is currently the web master for the following organizations:
