Urgent Call to Action for Torrance and South Bay Residents

On Friday, August 15, 2025, the City of Torrance announced that the Weingart Center has withdrawn its Homekey+ funding application from consideration by the California Department of Housing and Community Development. This decision followed the submission of a detailed report by former Torrance Councilmember Mike Mauno, prepared by the CARE Torrance team. We express our sincere appreciation to the City of Torrance, Mayor George Chen, and the Torrance City Council for their resolute leadership and unwavering commitment to prioritizing the interests of our community.  We also thank every Torrance resident who participated in our protests, submitted letters to HCD, and tirelessly spread the word to friends and family. Together, we stood united, remained resilient, and prevailed.  CARE Torrance and its members remain vigilant and prepared to advocate for our community should future challenges arise. The proposed Homekey+ project at 3525 Torrance Blvd., Torrance CA (initiated by Supervisor Janice Hahn in LA County), threatens our community's safety, character, and future.  The Homekey+ program is specifically dedicated to providing permanent housing for homeless with severe mental illness and/or substance abuse problemsWe need YOUR voice to stop it!

·       Purchase of the Torrance Blvd. hotel will be paid with a grant from the State of California with ownership of the hotel going to the Applicant.

·       Requests for the Appraisal Report from the LA County have never been received, even though this is a requirement from HCD.

·       Purchase Price of the hotel is 300% the appraised value.

·       Applicant’s CEO is a board member of LA County Affordable Housing Solutions Agency along with all members of the LA County Board of     Supervisors.

·       Homekey+ program prohibits any local discretion or review, and the County of Los Angeles has provided no Planning Staff Review or Conditions of Approval.
