There is NO LONGER the option to do nothing.

However, this plan WILL NOT go forward without a space waiver and state reimbursement. 

These factors make the tax burden virtually identical to break-fix, but delivering a much better end product.  

In other words, this money is going to be spent one way or another, and it will be part of the annual budget.

Yes, this makes the operating budget go up to some degree either way, but with the bonding and reimbursement for this project, there will be a predictability to these expenses we don't have with a 10-year break-fix plan.
