Born: 1839 (Norfolk, Virginia)
A well-educated "spare" of Virginia aristocracy. Moved west in the run-up to the "late unpleasantness between the states" just after completing his law degree. Admitted to the California state bar during the war.
Purchased Anderson's Grant in 1872. He later divided this land up and sold residential lots, eventually becoming the neighborhood of Anderson.
Elected to City Council in 1874, reelected in 1876
