A community listening tool for Bougainville
The Autonomous Bougainville Government developed a list of six benchmarks as a part of the Bougainville Peace Agreement (BPA):
Law and Order,
Governance,
Social Services,
Human Resources Development,
Economic Development, and
Health and Standards of Living.
Passed through a Parliamentary Motion on the Bougainville Independence Mission, every constituency member is required to develop criteria for independence readiness for their respective constituencies, regions, based on geography, terrain, population, language and interest.
In a series of 26 community dialogues, representatives from each community explored the challenges facing their community and what is working well as they look ahead to the future of Bougainville. Together with activities to promote critical thinking on gender equality, disability and social inclusion, and power dynamics, we asked communities what they would do to achieve the six benchmarks in their homes, their community, and future generations.

Inclusive dialogues for collaborative planning
Community Governments: 26 Participants: 692
Community dialogues were conducted across each region in Bougainville in close collaboration with Community Government chairpeople.
Site selection was led by our facilitation team, while participant selection was led by community leaders. This collaboration fostered effective working relationships between facilitators and hosts, leading to strong engagement from all communities.
