In these cases, the Bone Split panel does not appear at all in the N-panel.

One or more related mesh objects (not just the selected one) have a Mirror Modifier.
In this case, symmetry is automatically enabled and the checkbox is locked.
How to Fix:
Apply or remove the Mirror Modifier from the relevant mesh using the Mirror Modifier Panel
Or uncheck "Apply to Multiple Objects", so only the active object is affected — this will unlock the Symmetry toggle.
Cause:
This option is automatically enabled and locked when the armature is in Pose Mode or Edit Mode.
How to Fix:
If needed, switch the armature back to Object Mode to make the checkbox editable again.
