Training is essential to promote honesty and integrity throughout City government and as such, the Board of Ethics continues to expand its offerings for both initial and routine ethics trainings for City employees, officers, and members of the regulated community. Our general ethics sessions cover conflicts of interest, political activity, gifts, and several other critical rules. In addition, we also offer training in the areas of campaign finance, lobbying, and financial disclosure.
A few highlights from FY2023 included:
Providing initial ethics training to four newly elected members of Council and their key staff, as well as refreshers for existing members of Council
Rolling out a training session focused solely on post-employment rules, and partnering with the Chief Administrative Officer to participate in Mayoral Transition Webinars
Hiring a new staff attorney to support the Director of Training and Outreach
In FY2023, we offered 96 training sessions and presented to over 2,500 people in both virtual and in-person formats. Notably, we had an almost 100% increase in the number of people who received general ethics training in FY2023 (2,041 people) as compared to FY2022 (1,074 people).
In FY2023, the Board partnered with multiple City offices and stakeholders to provide departmental trainings and resource materials. Some notable partners included City Council, the Office of the Chief Administrative Officer, The Water Department, the Office of the Chief Integrity Officer, and the Streets Department. Additionally, we held a lobbying training for the Public Interest Law Center and a general ethics training for DC 47’s leadership. Finally, we launched a survey on our campaign finance trainings to gauge topics of interest and preferred learning styles – the results of which we plan to implement in the next fiscal year.

In FY2023, Board Staff maintained and updated manuals, educational guides and resources, and FAQs. Board Staff also added content to blogs and sites aimed at improving access to helpful information on statutory and regulatory changes, informal guidance, and training.
