CASCADING FRAMEWORK

The creation of a good strategy through the basic governance documents is just the first step in the transformation process of the PGS. To take the leap from strategy formulation to strategy execution is a hurdle that can be overcome by translating and harmonizing the strategic choices into actionable items can make units and individuals accountable for their unique contribution to the Strategic Position. To make this happen, the strategy must be cascaded to all operating units in order to align the performance targets of the different units and individuals to drive the organization towards the attainment of the strategic position, as well as the corresponding strategic deliverables and targets found in the strategy map and governance scorecard.  

Cascading Design

The Bicol Medical Center embarked on and embraced the Performance Governance System (PGS). After its successful PGS Initiation in November 2019, it ensured that both its internal and external stakeholders understood and developed a commitment to its transformation journey. 

The PGS Core Team with the Office for Strategy Management cascaded the PGS and the Strategy Map 2028 during its General Assembly and management meetings. However, its Communication Plan has to incorporate an asynchronous self-paced learning module and synchronous face-to-face learning for its internal and external stakeholders

In one and a half years, BMC has undergone two strategy refreshes for two reasons:

a)Alignment with the present national government administration’s thrust, the Philippine Development Plan 2023-2028, the DOH-Health Sector Strategy, the Implementation of Universal Health Care (UHC) Law, the BMC Hospital Development Plan 2023-2028, and

b)In response to the need of the community due to the influx of patients from Neonatal, Cancer, and Renal Diseases. 

In March 2023, the PGS Core Team finalized the BMC - PGS Strategy Map 2028, and the OSM organized a team specific for the immediate cascading design and execution.
