BIS ISI Certificate in India: Complete Guide to ISI Mark Certification

For manufacturers planning to sell products in India, product quality and regulatory compliance are important considerations. Certain products are required to meet specific Indian Standards and obtain certification from the Bureau of Indian Standards (BIS) before they can be manufactured, imported, distributed or sold in the Indian market, subject to the applicable regulations.

The BIS ISI Certificate is one of the most recognised forms of product certification in India. It demonstrates that a certified product has been assessed against the relevant Indian Standard under the applicable BIS product certification scheme.

However, obtaining an ISI Mark licence involves more than submitting an application. Manufacturers may need to review product specifications, prepare technical documents, arrange laboratory testing, establish quality-control arrangements and complete a factory assessment.

UMS Product Compliance Services Pvt. Ltd. (UMSPCS) provides consultancy support to Indian manufacturers seeking guidance throughout the BIS ISI certification process.

This guide explains what an ISI certificate is, which products may require it, how to apply, what documents are needed and how professional consultancy can help.

What Is a BIS ISI Certificate?

A BIS ISI Certificate is an approval or licence granted under the applicable BIS product certification scheme that permits a manufacturer to use the ISI Standard Mark on products covered by the licence, subject to its terms and conditions.

The ISI Mark indicates that the certified product conforms to the relevant Indian Standard within the scope of the licence.

The certification process generally involves assessing the product, manufacturing facilities and quality-control arrangements according to the requirements of the applicable standard and scheme.

The ISI Mark should only be used by the licence holder and for products covered by the valid licence. A company cannot legally apply the mark to an uncertified product simply because it has similar specifications to a certified product.

What Is the Difference Between BIS Certification and an ISI Mark Certificate?

BIS certification is a broader term covering different certification and registration schemes operated by the Bureau of Indian Standards.

ISI Mark certification is one specific form of BIS product certification.

Which Products Require a BIS ISI Certificate?

BIS compulsory certification applies to products covered by relevant Quality Control Orders (QCOs), government notifications and other applicable regulatory requirements.

Depending on current notifications, products covered by ISI Mark certification may include categories such as:

• Cement and cement-based products.

• Steel and iron products.

• Electrical appliances and equipment.

• Pressure cookers.

• LPG-related equipment.

• Household and commercial products.

• Chemicals and industrial materials.

• Footwear and footwear components.

• Toys and specified consumer products.

• Construction and building materials.

• Other products covered by applicable Indian Standards and compulsory certification orders.

This list is illustrative, not a confirmation that every product in these categories requires the same certification. Some products may be covered by different BIS schemes, and the applicable requirements can change.

Before beginning an application, manufacturers should confirm the exact product description, relevant Indian Standard, QCO status, implementation date and applicable certification scheme.

Is a BIS ISI Certificate Mandatory in India?

An ISI Mark licence is mandatory for products covered by applicable compulsory certification requirements, subject to the relevant exemptions and provisions.

Other products may be eligible for voluntary BIS certification.

Manufacturers should check:

• Whether their product is covered by a current QCO or compulsory certification order.

• Which Indian Standard applies.

• Whether the requirement is currently in force.

• Whether any exemption or special provision applies.

• Whether the product is covered by ISI certification or another BIS scheme.

Selling a product covered by a compulsory certification order without the required approval can result in regulatory consequences.

Who Can Apply for a BIS ISI Certificate?

The ISI Mark product certification route is generally intended for manufacturers with the relevant manufacturing facilities and capability to produce products meeting the applicable Indian Standard.

Businesses that may need to understand the process include:

1. Indian Manufacturers

Indian manufacturers producing products covered by BIS compulsory certification requirements may need an ISI licence before placing those products on the market.

2. New Manufacturing Units

Businesses establishing new manufacturing facilities should identify applicable standards and certification requirements during the planning stage.

3. Existing Manufacturers Launching New Products

A manufacturer that already holds a BIS licence for one product may need a separate licence or scope extension for another product, depending on the applicable requirements.

4. Foreign Manufacturers

Foreign manufacturers may need to follow the applicable BIS foreign manufacturer certification route for eligible products. Notified electronic and IT products may instead fall under CRS requirements.

Important: An importer or trader cannot automatically use a manufacturer's ISI licence as if it were their own. The licence holder, manufacturing location, product and authorised scope must be checked.

Documents Required for BIS ISI Certification

The documents required depend on the product, applicable Indian Standard and manufacturing arrangement.

Commonly required documents may include:

Company Documents

• Company registration or incorporation certificate.

• Factory address proof.

• Details of authorised signatory.

• Manufacturing unit information.

• Relevant authorisation documents.

Product and Technical Documents

• Product name and description.

• Applicable Indian Standard number.

• Product specifications.

• Technical drawings and product details, where required.

• Product photographs.

• Brand and model information.

• Raw material specifications.

Manufacturing and Quality-Control Documents

• Manufacturing process flow chart.

• List of machinery and equipment.

• Testing equipment details.

• Quality-control procedures.

• In-house testing arrangements.

• Calibration records, where applicable.

• Details of technical and quality-control personnel.

Additional Documents

• Test reports, where applicable.

• Declarations and undertakings.

• Factory layout.

• Details requested through the BIS application process.

This is a general checklist. BIS may request additional or product-specific documents during the application and assessment process.

BIS ISI Certificate Process in India

The process depends on the product category, applicable Indian Standard and current BIS certification procedure. A general overview is provided below.

Step 1: Identify the Applicable Indian Standard

Determine the correct IS number and confirm that it covers the product's specifications and intended use.

Step 2: Check Mandatory Certification Applicability

Review the applicable QCO, notification, implementation date and any relevant exemption.

Step 3: Review Manufacturing Facilities

Assess whether the factory has the required production facilities, machinery, testing equipment and quality-control arrangements.

Step 4: Prepare the Required Documents

Organise company records, product specifications, manufacturing information and supporting documents.

Step 5: Arrange Product Testing

Product samples may need to be tested according to the applicable Indian Standard through the prescribed BIS-recognised laboratory or testing arrangement.

Step 6: Submit the BIS Application

Submit the application through the applicable BIS process with the required details and prescribed fees.

Step 7: Factory Inspection and Assessment

Where required, BIS officials assess the manufacturing unit, production process, testing facilities and quality-control arrangements.

Step 8: Complete Testing and Respond to Queries

Address any testing issues, technical observations or additional document requests during the certification process.

Step 9: Grant of BIS Licence

If the applicable requirements are met, BIS may grant the licence and authorise the manufacturer to use the ISI Standard Mark within the approved scope.

Step 10: Maintain Certification Compliance

After receiving the licence, the manufacturer must follow the applicable licence conditions, product testing, marking, surveillance, and renewal requirements.

The exact sequence and requirements can vary by product and certification procedure.

What Is the Role of Factory Inspection in ISI Certification?

Factory assessment is an important part of many ISI Mark certification applications.

The assessment is intended to establish whether the manufacturer can consistently produce products that meet the relevant Indian Standard.

Depending on the product and applicable scheme, the assessment may cover:

• Manufacturing process and production controls.

• Availability of required machinery.

• Raw material inspection.

• In-process quality checks.

• Finished-product testing.

• Testing equipment and calibration.

• Quality-control records.

• Technical staff and responsibilities.

• Product identification and traceability.

Manufacturers should ensure that their production and quality-control arrangements are suitable for the applicable standard before the assessment.

How Much Does a BIS ISI Certificate Cost?

There is no single fixed cost for every ISI Mark certification.

The total expense may depend on:

• Product category and applicable Indian Standard.

• Number of products or varieties.

• BIS application and prescribed fees.

• Product testing and laboratory charges.

• Factory inspection-related expenses.

• Testing equipment and manufacturing readiness.

• Documentation and technical preparation.

• Consultancy charges, if professional support is engaged.

For a reliable estimate, the product, manufacturing location and applicable standard should be reviewed first. Official BIS fees and testing expenses should be distinguished from consultancy charges.

How Long Does It Take to Obtain an ISI Mark Certificate?

The time required depends on the product, documentation, laboratory testing, factory readiness and BIS assessment.

The process may take longer if:

• The wrong Indian Standard is selected.

• Documents are incomplete.

• Product samples do not meet the requirements.

• Testing facilities are not adequately prepared.

• Factory inspection identifies gaps.

• Additional clarification or testing is required.

Manufacturers can improve their preparation by reviewing the applicable standard and quality-control requirements before submitting the application.

UMSPCS can assist with process planning and documentation coordination, but the final processing time depends on the applicable procedure and BIS assessment.

What Are the Responsibilities After Obtaining an ISI Mark Licence?

Receiving an ISI licence is not the end of the compliance process. Licence holders must continue meeting the applicable certification conditions.

Responsibilities may include:

• Manufacturing products according to the relevant Indian Standard.

• Using the ISI Mark only as authorised.

• Maintaining required production and quality-control records.

• Carrying out applicable routine testing.

• Cooperating with BIS surveillance and inspection.

• Paying prescribed fees and meeting licence conditions.

• Applying for renewal or other changes within the applicable timelines.

• Informing BIS about relevant changes as required.

Manufacturers should regularly review the licence scope and current BIS requirements to avoid unauthorised marking or non-compliance.

Common Mistakes to Avoid During BIS ISI Certification

Selecting the Wrong Indian Standard

A product may appear similar to another product but fall under a different standard. Confirm the exact product scope before testing.

Submitting Incomplete Documents

Missing company, technical or manufacturing information can delay the application.

Ignoring Factory Readiness

Manufacturers should review production and quality-control arrangements before the applicable assessment.

Using an ISI Mark Without Authorisation

The ISI Mark must only be used by a licence holder and for products covered by the valid licence.

Assuming One Licence Covers Every Model

Licence scope and product varieties must be checked carefully. Additional approval or scope changes may be necessary.

Ignoring Post-Certification Requirements

Surveillance, testing, marking and licence conditions continue to apply after approval.
