A referral for a special education evaluation happens when a student is showing academic concerns in school. A referral could be made by a teacher or a parent. Once the referral is made, the school district has 15 days to hold a team meeting that includes the parents, teachers, special education team, and charter school. This is called the Disposition for Referral.
