The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
The Ninth amendment is fairly simple. It gives rights not stated in the Constitution to the people. That means that just because it's not in the Constitution doesn't mean we don't have that right. In fact it means that we do have that right.
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
The Tenth Amendment is very similar to the Ninth Amendment. It gives rights not stated as being for the federal government in the Constitution to the States. These rights include everything from making state laws to building roads and public schools.
