The LGRC Biliran Provincial Multi-Stakeholders Advisory Council is intended to serve as a venue for information exchange, resource matching, and establishing partnerships with other stakeholders in building local government capacity, as well as to advise LGRC Biliran on policy directions and strategies in operations of knowledge management on good local governance. The MSAC is a DILG-initiated council comprising corporate and public sector organizations working in all aspects of good governance. National government agencies, leagues of local governments, academe or local resource institutions, civil society groups, the commercial sector, politicians, and development partners are welcome to join the MSAC. It values knowledge management, multi-stakeholdership, and convergence concepts. The MSAC, as a partner in establishing a culture of knowledge-sharing, is crucial in assessing requirements and resources available and focusing program activities on local governance capacity building.
