The LGRC Biliran was established to become a leading knowledge management resource center and a pioneer in forming partnerships with relevant stakeholders to enhance local governance capacity across various development sectors, including public health, peace and order, public safety, local economy, environmental management, and disaster resilience. It comprises four knowledge facilities and services: 

(1) a multimedia facility for sharing knowledge on good local governance, 

(2) a capacity development facility to deliver quality, strategic, and responsive local governance training, 

(3) a linkage facility to strengthen partnerships between LGUs and other stakeholders, and 

(4) a public education facility to promote good governance practices and innovations.

On July 25, 2021, the LGRC Biliran was formally inaugurated at the newly remodeled DILG Biliran Provincial Office, Capitol Compound, Naval, Biliran. The event also featured the unveiling of the LGRC Biliran logo and the signing of a Memorandum of Understanding (MOU) by the Provincial MSAC members.
