Annual Notifications

A student and/or parent with a complaint regarding possible discrimination of a student on the basis of color, sex, race, national origin, age, marital status, religion, or handicap should contact the Principal. If the complainant wishes to pursue the matter, he/she will be provided, upon request, a copy of all applicable district procedures.

As required by Section 504 of the Rehabilitation Act (as amended) and the Americans with Disabilities Act (ADA), Bandon School District has adopted by Board resolution a policy regarding “Nondiscrimination on the Basis of Disability.” Bandon School District does not discriminate on the basis of disability in admission to, access to, or operations of programs, services or activities. Qualified individuals who need accessible communication aids and services or other accommodations to participate in programs and activities are invited to make your needs and preferences known to the 504/ADA coordinator. Please give us at least three to five days advance notice so we can adequately meet your needs.

An internal grievance procedure is also available to resolve complaints. Questions, concerns or requests for additional information regarding 504/ADA should be addressed to the Superintendent and/or Special Education Director/504 and ADA coordinator, Bandon School District, 455 9th Street SW, Bandon OR 97411,  541-347-4411. Upon request, this notice and other materials may be made available in alternative formats (for example, large print or audio) from the 504/ADA coordinator.

Harassment is strictly prohibited in all district programs and activities while on district property or on property under the jurisdiction of the district or while attending or engaged in district activities while away from district property.

Harassment includes, but is not limited to, intimidation, menacing, bullying, cyber bullying, harassment on the basis of color, race, religion, sex, sexual orientation, national origin, disability, marital status or age.  A complaint regarding harassment of a student by a member of the staff member, another student or third party, should be filed with the Principal at 550 9th St. SW, Bandon OR 97441, 541- 347-4413 or the Superintendent at 455 9th St SW, Bandon OR 97411, 541-347- 4411.

The Principal or Superintendent will investigate all harassment complaints and respond to the complainant by scheduling a conference (see School Board Policy JBA-AR).

Academic Advisor/Principal:  

All students in grades 9-12 and their parents shall be notified annually about graduation requirements and the recommended classes for students.

Advisory Period: 

Students will meet weekly for a 25 minute advisory period.  During this time students participate in career and college readiness planning activities, Character Strong curriculum, as well as class fundraising and spirit projects. 

Drug, Alcohol and Tobacco Prevention 

Since drug, alcohol and tobacco use is illegal for students and interferes with both effective learning and the healthy development of students, the district has a fundamental and ethical obligation to prevent drug, alcohol and tobacco use and to maintain a drug-free educational environment.

Parents are encouraged to contact the counseling office for information on district and community resources available to assist students in need.

Personal Counseling 

A Coos Health and Wellness, certified counselor is available on a regular basis to assist students with a wide range of personal concerns including social, family, emotional, academic, or drug, alcohol or tobacco dependency issues. The counselor may also make available to students information on available community resources and health facilities. Students meeting with the counselor during class times will be excused from the class. Students over the age of 14 can legally make their own medical decisions about their mental health. 

The district provides special services for bilingual students.  A student or family with questions about ESL/ELL programs should contact the building administrator.

In order to serve academically talented and gifted students in grades K-12, including talented and gifted students from such special populations as cultural and ethnic minorities, the disadvantaged, underachieving gifted and disabled learners, the district has developed a comprehensive TAG program. For information on all aspects of the district’s TAG program, contact Mr. Hatfield, TAG coordinator, or the Special Services Coordinator.

The BSD#54 Title 1-A programs are staffed by both teachers and paraprofessional staff. Parents of students attending schools receiving funds under Title 1-A may request information regarding the professional qualifications of the student's classroom teachers and/or paraprofessional staff from the Title Programs Coordinator. 

BSD#54 forwards student education records requested under OAR 581-021-0250 (1)(m) within 10 days of receiving the request. Parents have the right to inspect and review the education records of their student, except as limited under OAR 581-021-0290; request amendment of the student’s education records to ensure that they are not inaccurate, misleading or otherwise in violation of the student’s privacy or other rights; pursuant to OAR 581-021-0410 file with the US Dept. Of Education a complaint concerning alleged failures by the agency or institution to comply with the requirements of the Family Educational Rights and Privacy Act; and obtain a copy of the policy adopted under OAR 581-021-0250 which is located at the District Administration Office, 455 9th Street SW, Bandon, OR 97411.

Disclosure of Directory Information (student’s name, address, phone number, photograph, date/place of birth, dates of attendance, most recent/previous school or program attended, major field of study, GPA, participation in sports/activities, height/weight of athletic team members, degrees/awards received, and illness or accident information as required in health and safety emergencies) may be prohibited by parent and must be done in writing to the principal within 15 days of this annual notice. The district must, by law, release secondary student’s name/address/phone to military recruiters and/or institutes of higher education unless requested in writing that the district withhold this information. Directory information is not released to vendors or others desiring to solicit.

Section 504 of the Rehabilitation Act of 1973 prohibits discrimination against individuals with disabilities in any program receiving federal financial assistance. The District will evaluate, identify, and provide free appropriate education to all students who are individuals with disabilities under Section 504 of the American with Disabilities Act (ADA).  Parents of these students are entitled to procedural safeguards, including individual notice and an impartial hearing. 

Parents making the decision to place their children in a private school or to obtain additional services from a private individual must realize the District is not obligated to cover resulting tuition or costs. If a parent wishes the District to consider funding private placement or services, the parent must give the District notice and opportunity to propose other options available within the public school system before the private placement or services are obtained. Parents of any regular education, 504 or IDEA student, must give notice either at the last IEP meeting prior to obtaining private services or in writing not less than 10 business days prior to obtaining private services. The notice must include the intent to obtain private services, rejection of the educational program offered by the District, and a request that the private services be funded by the District. Failure to meet these notice requirements may result in a denial of any subsequent reimbursement requests. 

ORS 418.750 requires all public or private officials to make a report if there is reasonable cause to believe that any child they come in contact with in their official capacity has suffered abuse or that any adult they come in contact with in their official capacity has abused a child. ORS 339.370 (House Bill 2062) requires districts to adopt a policy on reporting sexual conduct directed toward a student by a staff member. A specific procedure for reporting child abuse or sexual conduct is followed by district personnel. The District is required to provide annual training to all staff and to provide information to parents on each of these subjects.  

 It is the policy of the BSD#54 Board of Directors that there will be no discrimination or harassment on the grounds of race, color, sex, marital status, sexual orientation, religion, national origin, age or disability in any educational programs, activities or employment.
