That’s because the latter are allowed at the age of 16, while hard liquor is prohibited until the age of 18. That’s why you can’t get into clubs until you’re a legal adult. Entrance to bars (cafés) however, are allowed for anyone - even children accompanied by parents. The police do check ups on the laws, but it’s still easy to order a strong drink if you look old enough or arrange someone older to purchase it.
