1. Freedom of Expression and Opinion a. To freely express one's opinion with responsibility. b. To make fair, constructive and non-academic concerns as learners of Bernardo D. Carpio National High School. c. To dress according to the learner's dress code/approved uniform (male & female, or the duly observed) while inside the school premises. d. To inform the school authority regarding any complaint against any employee, student, official, or organizations per the guidelines embodied in the learner handbook. e. To enjoy the right of assembly in order to discuss matters affecting their welfare. f. The right to free speech in the school premises subject to the limitations set by the school and by law. g. Freedom of the press in the campus subject to the rules on responsible journalism.
2. Right to Accessible Education a. The learner shall have the right to acquire a quality education not withstanding property through various means by the school provided he/she complies with the school set of regulations. b. Is the right of the learner to avail of other means of help according to need from school agencies, student government and/or with the assistance of the Government Organizations (GO) and Non-Government Organizations (NGO). c. Right to Information
3. Right Against Disclosure of Records, Documents and Other Vital Information a. The learners shall have the right against disclosure of the learners' full transaction with the school as a learner of Bernardo D. Carpio National High School. b. Right to due process regarding any Administrative Proceedings i. The learner have the right to be informed regarding of the nature and cause of the charges against them. ii. The learners have the right to answer the charges against them with their guardian or other representatives as the case maybe. iii. Right to examination of school authoritative records or documents pertaining to them. iv. The learners shall have the right to be assisted by one (upon behalf), and v. The learners shall have the right to be considered by the investigating committee with all the evidence that must be considered by the investigating committee at the time of the investigation of the complaint. c. Right Against Undue and Illegal Commitment i. The learner shall have the right not to be unjustly burdened by additional requirements not approved by the school authority and not teaching the required or school proper authorization. ii. The learner shall not be arrested without proper authorization.
4. Right to Enjoy School Facilities and Safety a. The learners shall have the right to enjoy and use the school facilities of the school. b. The learners shall have the right to be provided with clean and sanitary restrooms. c. They shall have the right to be provided with clean and safe drinking water within the school premises. d. They shall have the right to be taken out during dilemmas, while providing proper precautions regarding with safety devices, fire escapes and fire extinguishers.
5. Right to Join and Form an Organization a. The learners shall have the right to form and join a student organization to promote academic and non-academic excellence approved by the school as long as they comply with the guidelines, rules and regulations of the school governing student organizations, student activities and student conduct. b. Every learner shall have the right to form and join clubs, organizations, societies, and other related groups within the school to promote their intellectual, cultural, social, and physical development.
6. Right to Co-curricular and Extra-curricular Activities a. The learner shall be allowed to attend, organize, participate, be consulted and contribute to the planning and implementation of co-curricular and extra-curricular activities and programs that promote their holistic student development approved by the school authority and school proper authorization. b. Organizations that exist to operate outside of the system of school rules and regulations and are not harmful to the legitimate interests and welfare of the school and the learners. As a recognized student organization, their activities, programs, and projects must be legally considered as officially sanctioned by the school administration and hence, are official & recognized by the school authority and school proper authorization. c. Organizations that exist to operate outside of the system of school rules and regulations shall be considered legal.
7. Right to Expression a. This includes the freedom of speech and the liberty to discuss publicly and truthfully any matter of public interest without censorship or punishment and which is not inimical, much less denied except on grounds of legitimate school or public interest which are deemed exempt on grounds of legitimate school or public interest.
